Japan Handles Sanctions Against Hariri's Assassins
Japan has been formally named to head Security Council's sanctions committee which has the power to clamp sanctions against Rafik Hariri's assassins.
The committee, which groups all 15 member-states of the council, will undertake tasks such as registering individuals designated by the Detlev Mehlis commission or the Lebanese government as suspected of involvement in the planning, sponsoring or perpetrating Hariri's assassination.

Any committee member can within 48 hours object to any names submitted by Mehlis. Those whose names are not objected to shall, according to Security Council Resolution 1636, be banned from traveling and see their funds frozen.

The Council President and Russia's ambassador to the U.N., Andrey Denisov, suggested the committee's chairman and vice-chairmen to the members last week but gave them until Monday to approve it or object to it.

Denisov told reporters that no council member objected to his suggestion and that the committee is now officially set up.

Asked when it will hold its first meeting, Denisov said it depends on Mehlis, expressing satisfaction that the investigation is moving forward.

Kenzo Oshima, the Japanese ambassador to the U.N., confirmed to L'Orient-Le Jour newspaper that the interrogation of the 5 Syrians would begin on Tuesday.

"Yes, they are meeting tomorrow (Tuesday) in Vienna," Kenzo Oshima said.

A source close to the case told the Agence France Presse that Syria's military intelligence chief Assef Shawkat, President Bashar al-Assad's brother-in-law, was not among the five to be interrogated.
