"التغيير والاصلاح" تقدم باقتراح تعديل الدستور لانتخاب رئيس "مباشرة من الشعب"

تقدم تكتل "التغيير والاصلاح" امام مجلس النواب باقتراح تعديل دستوري لانتخاب رئيس الجمهورية من الشعب مباشرة.

وأفادت المعلومات الصحافية، الخميس، ان النائب ابراهيم كنعان تقدم بإسم التكتل بافتراح يقضي بتعديل الدستور لتغيير آلية انتخاب رئيس الجمهورية، بحيث تت العملية مباشرة من الشعب.

ومن المتوقع ان يعقد كنعان مؤتمراً صحافياً الجمعة في مجلس النواب للإعلان عن تقديم اقتراح دستوري حول انتخابات رئاسة الجمهورية.

يُذكر ان رئيس التكتل النائب ميشال عون كان قد اعلن اواخر حزيران الفائت عن مبادرة وصفها بـ"الانقاذية"، من اجل انهاء مرحلة الشغور في سدة الرئاسة الاولى، وذلك من خلال إجراء تعديل دستوري "محدود" يهدف لجعل انتخاب الرئيس الماروني مباشرة من الشعب وعلى دورتين وان تختار كل طائفة نوابها.

الدورة الاولى "تأهيلية على مستوى الناخبين المسيحيين والثانية على المستوى الوطنية تجمع المرشحين الاولين"، يوضح عون.

ومع القاء رئيس الجمهورية السابق ميشال سليمان خطاب الوداع في 24 ايار الفائت، رافضاً التمديد ومع فشل النواب في انتخاب رئيس عتيد، دخل لبنان في مرحلة الشغور الرئاسي. ووفق الدستور فإن الحكومة "مجتمعة" تتولى صلاحيات رئاسة الجمهورية.

يُذكر ان مجلس النواب أقر في 31 ايار 2013 التمديد لنفسه 17 شهرا تنتهي في 20 تشرين الثاني 2014، في جلسة حضرها 97 نائبا، صوتوا جميعهم للتمديد، وقاطعها نواب "التيار الوطني الحر"، بعد أن فشلت جميع الأطراف السياسية بالوصول إلى قانون انتخاب في أربع سنوات منصرمة.

look at the fpm defenders of the christian rights calling for the president be elected by the muslim majority, just yesterday gebran bassil was propped up screaming about how the rights of Christians in Lebanon are being violated on the presidential, parliamentary, and administrative levels. the fpm has turned into the ssnp and a cheaper version at that.

This is all heresy! Electing the president directly by the people would require changing the Lebanese System from a parliamentary system to one in which the president has all the powers like in the United States. This topic is much deeper than what the FPM wants it to be.

Reading FPM's latest enlightened moves, one must wonder: which expired Parliament should pass this new law and which new parliamentary electoral law will legitimise this Parliament and this new electroal amendment in the first place? Which Cabinet should accept it? There is no legitimacy left to talk about, there is nothing left to have pity with. The only thing left is a deep feeling of shame and disgust.

These are Unchanging Unreformed Blockheads. To amend the constitution requires a legislative act of the Chamber of Deputies. By the Constitution, when there is a vacancy in the office of the President, the Chamber of Deputies can ONLY serve as an electoral body, not as a legislative body.
First there must be the election of a President under the existing constitutional rules. Then they can talk about amending the constitution to change the method of election.
Kenaan is supposed to be a lawyer and know these things, but is seems he has become a part of the group-think mentality at FPM where they are all on the same wave length with a bi-polar schizophrenic, who now has a broken arm.

Yislam timmak...but for some people unpatriotic hoodlums changing the rules as they go to suit their purpose while pulling the wool over the eyes of their blind, deaf and mute followers is par for the course. Just for the sake of being clear I am in full support of changing any law that subvert the will of the people but it has to be done legally and within the framework of the existing constitutional authority.

If at the time the vacancy occurs, the Chamber happens to be dissolved, the electoral bodies are summoned without delay and, soon after the elections are held, the Chamber meets as a matter right.

The Chamber meeting to elect the President of the Republic constitutes an electing body and not a deliberating assembly.
It must proceed solely, without delay or debate, with the election Head of the State.

If you are concerned by democracy you cannot say either follow fpm proposition or you are traitors. Let me explain to you: democracy means the liberty of voicing opinions and respect of each other's opinions.
