هولاند يرفض اي تعاون مع الاسد ويدعو الى تحرك دولي ضد الدولة الاسلامية في العراق

رفض الرئيس الفرنسي فرنسوا هولاند الخميس اي تعاون مع نظام الرئيس بشار الاسد لمكافحة "الارهاب" في سوريا والعراق داعيا الاسرة الدولية الى تحضير تحرك "انساني وعسكري" بوجه جهاديي "الدولة الاسلامية".
وحدد هولاند الخطوط العريضة لدبلوماسيته في ظل وضع دولي بالغ الخطورة مع تصاعد نفوذ الجهاديين في الشرق الاوسط والنزاع في اوكرانيا والحرب في غزة وصولا الى وباء ايبولا.
وقال الرئيس الفرنسي في خطاب خلال الاجتماع السنوي للسفراء الفرنسيين ان "النزاع (السوري) امتد الى العراق البلد الذي يعاني اساسا من الانقسامات والنزاعات الدينية وانعدام الاستقرار، ودخل الدولة الاسلامية من هذه الثغرة، لان الارهاب يتغذى دائما من الفوضى".
وشدد على انه "من الضروري تشكيل تحالف واسع لكن لتكن الامور واضحة: بشار الاسد لا يمكن ان يكون شريكا في مكافحة الارهاب، فهو الحليف الموضوعي للجهاديين".
وشن تنظيم الدولة الاسلامية في 9 حزيران هجوما كاسحا احتل خلاله مناطق شاسعة من العراق وسوريا اعلن فيها قيام "خلافة اسلامية" عبر الحدود بين البلدين.
وابدت دمشق استعدادها للتعاون مع واشنطن التي تشن ضربات جوية على الدولة الاسلامية في العراق محذرة في الوقت نفسه من ان اي ضربة للتنظيم على اراضيها يجب ان تتم بالتنسيق معها.
ويدعم الغربيون وبعض الدول الخليجية المعارضة السورية المعتدلة التي تواجه قوات النظام وجهاديي الدولة الاسلامية في ان.
واذ اشار هولاند الى ان فرنسا قدمت اسلحة الى "القوات التي تقف في الخطوط الامامية من المواجهة مع الدولة الاسلامية" في شمال العراق، دعا الى تنظيم مؤتمر دولي في باريس من اجل "تنسيق التحرك الدولي ضد الدولة الاسلامية على المستويات الانساني والامني وكذلك العسكري".
واوضح ان الهدف هو عقد المؤتمر باسرع ما يمكن لكن بشرط مسبق الزامي هو تشكيل حكومة جديدة في العراق.
وقال وزير الخارجية لوران فابيوس ان فرنسا تطمح الى مشاركة جميع دول المنطقة بما فيها ايران في المؤتمر فضلا عن الاعضاء الدائمين في مجلس الامن الدولي.
ومن سخرية القدر ان هولاند توعد في مثل هذا اليوم من العام الماضي وفي المناسبة ذاتها بـ"معاقبة" نظام الاسد الى جانب الاميركيين لاتهامه بقتل مئات الاشخاص في هجوم باسلحة كيميائية في ريف دمشق.
وبعد الحديث عن ضربات جوية وشيكة ضد النظام تخلى الرئيس الاميركي باراك اوباما في اللحظة الاخيرة عن الخطة في 31 اب وبعد عام لا تزال باريس تشعر بالمرارة معتبرة حتى ان الوضع السائد اليوم في سوريا والعراق ناجم الى حد بعيد عن هذا التقاعس.
من جهة اخرى وبعد يومين على دخول وقف اطلاق نار حيز التنفيذ في قطاع غزة اثر حرب مدمرة بين اسرائيل وحركة حماس استمرت خمسن يوما واوقعت 2143 قتيلا من الجانب الفلسطيني فيما قتل من الجانب الاسرائيلي 64 جنديا وستة مدنيين، دعا هولاند اوروبا الى المساهمة بشكل اكبر في البحث عن تسوية للنزاع الاسرائيلي الفلسطيني.
وقال ان "اوروبا تقوم بالكثير لاعادة اعمار فلسطين وتنميتها" لكن "يجب الا تكون فقط صندوقا يتم الاستعانة به لتضميد جروح نزاع يتكرر".
وتابع "يجب التوصل الى رفع الحصار تدريجيا ونزع الاسلحة من قطاع غزة" مذكرا بان باريس قدمت مقترحات لضمان اعادة فتح نقاط العبور بين غزة واسرائيل ومصر.
وبالنسبة لليبيا التي تشهد فوضى امنية وازمة سياسية تفاقمت مع قيام معارك ضارية منذ منتصف تموز بين ميليشيات متخاصمة، دعا هولاند الامم المتحدة الى تنظيم "دعم استثنائي للسلطات الليبية" لمساعدتها على اعادة فرض سلطة الدولة محذرا في حال عدم تحقيق ذلك من انتشار الارهاب "في المنطقة برمتها".
وتناول هولاند ايضا ازمة كبرى اخرى اوروبية هي النزاع في اوكرانيا في وقت يخوض منذ اشهر مع المستشارة الالمانية انغيلا ميركل الناشطة في هذا الملف "دبلوماسية هاتفية" مكثفة سعيا لاقناع الرئيس الروسي فلاديمير بوتين بخفض حدة التوتر في هذا البلد..
وقال هولاند "اذا ما تبين وجود جنود روس على الاراضي الاوكرانية، فسيكون غير محتمل وغير مقبول" طالبا من روسيا "احترام سيادة اوكرانيا" و"التوقف عن دعم الانفصاليين" في شرق البلاد حيث تدور معارك عنيفة بين قوات كييف والانفصاليين الموالين لروسيا والمدعومين من الكرملين.

if you ask me, it was wrong to install a sectarian system as mode of government in iraq, because is a sure way of creating sectarian tensions. one just needs to see how well it worked in lebanon. i'm pretty sure the US did it on purpose when they invaded iraq, to make sure divisions would be created along sectarian lines. divide and conquer, same old same old.
