واشنطن تعلن بأنه سيكون عليها التفاوض مع الاسد لانهاء الحرب في سوريا

مع دخول الحرب السورية المدمرة عامها الخامس الاحد، قالت الولايات المتحدة انه سيكون عليها ان تتفاوض مع الرئيس السوري بشار الاسد في اطار مساعيها ل"احياء" محادثات السلام في سوريا.
وادت الحرب في سوريا الى مقتل ما يزيد عن 215 الف شخص وتشريد نحو نصف عدد السكان ما دفع جماعات حقوق الانسان الى اتهام المجتمع الدولي "بخذلان سوريا".
وتشترك في النزاع القوات الحكومية والجماعات الجهادية والمقاتلون الاكراد وما تبقى من مسلحين غير جهاديين.
ولا تزال الجهود الدبلوماسية متوقفة بعد ان اخفقت جولتان لمحادثات السلام في احداث اي تقدم، كما فشل اقتراح بوقف اطلاق النار في مدينة حلب ثاني اكبر مدن سوريا.
وبعد سنوات من التاكيد على ان ايام الاسد باتت معدودة، اعتبر وزير الخارجية الاميركي جون كيري ان على واشنطن ان تتفاوض مع الاسد لانهاء الحرب.
وقال كيري في مقابلة اجريت السبت "حسنا، علينا ان نتفاوض في النهاية. كنا دائما مستعدين للتفاوض في اطار مؤتمر جنيف 1"، مضيفا ان واشنطن تعمل بكل قوة من اجل "احياء" الجهود للتوصل الى حل سياسي لانهاء الحرب.
الا ان المتحدثة باسم الخارجية الاميركية ماري هارف نفت حدوث اي تغيير في السياسة الاميركية.
وقالت في تغريدة على موقع تويتر ان كيري "جدد التاكيد على سياسة راسخة اننا بحاجة الى عملية تفاوضية مع وجود النظام على الطاولة - ولم يقل اننا سنتفاوض مباشرة مع الاسد".
واقر كيري بضرورة ممارسة ضغوط اكبر على الاسد "لكي نوضح له ان الجميع مصممون على السعي الى تحقيق هذه النتيجة السياسية، وان يغير حساباته بشان التفاوض".
وبدأ النزاع عندما انطلقت احتجاجات مناهضة للحكومة في 15 اذار 2011 في خضم الربيع العربي الذي اجتاح تونس ومصر قبل ذلك.
وبحسب المرصد السوري لحقوق الانسان الذي يتخذ من بريطانيا مقرا له ويؤكد انه يعتمد على شبكة من الناشطين على الارض، فان 215 الفا و518 شخصا قتلوا خلال نزاع مستمر منذ اربع سنوات، حوالى ثلثهم من المدنيين ومن بينهم اكثر من عشرة آلاف طفل.
ومن المرجح ان تكون الحصيلة اكبر من ذلك اذ ان مصير عشرات آلاف المفقودين يبقى مجهولا.
وتقول المفوضية العليا لشؤون اللاجئين التابعة للامم المتحدة ان سوريا تشكل "اكبر حالة طارئة انسانية في عصرنا الحالي".
وحذرت المفوضية من "المنعطف الخطير" الذي تتخذه الازمة لان حوالى مليوني سوري تقل اعمارهم عن 18 عاما "يمكن ان يصبحوا جيلا ضائعا".
وداخل سوريا نفسها هناك اكثر من سبعة ملايين نازح بينما يعيش نحو ستين في المئة من السكان في الفقر.
وقد دمرت البنى التحتية مما ادى الى نقص حاد في الكهرباء والمياه وحتى المواد الغذائية في المناطق المحاصرة.
ووفق المرصد السوري لحقوق الانسان، فان نحو 13 الف سوري قضوا تحت التعذيب داخل معتقلات النظام السوري منذ بدء النزاع في اذار 2011. وما زال عشرات الآلاف معتقلين في سجون الحكومة اضافة الى الكثير من المفقودين.
وبالرغم من الاستياء الدولي من العدد الكبير لضحايا ما يعتقد انه سلاح كيميائي يتهم النظام باستخدامه في منتصف العام 2013، فان الرئيس السوري لا يزال وربما اكثر من اي وقت سبق متمسكا بالسلطة. وتعزز قواته من سيطرتها على ضواحي العاصمة دمشق ومدينة حلب، من بين آخر معاقل المجموعات المعارضة.
ومجموعات المعارضة المسلحة تلك تبدو مشتتة اكثر من اي وقت مضى اذ اضعفها التفوق العسكري للقوات النظامية التي تستهدفها بالبراميل المتفجرة وتتلقى الدعم من حلفاء من الخارج مثل حزب الله اللبناني.
ونفى الاسد استخدام قواته لتلك البراميل المتفجرة بالرغم من الادلة المقدمة من قبل مجموعات غير حكومية عدة.
اما الدول الغربية التي طالبت برحيل الاسد عن السلطة في العام 2011 فاصبحت اليوم اقل حدة تجاهه اذ انشغلت بصعود تنظيم الدولة الاسلامية، الذي ينظر اليه اليوم على انه التنظيم الارهابي الاكثر خطورة والاكثر تمويلا في العالم.
وكان وزير الخارجية الاميركي جون كيري قال بوضوح ان اولوية واشنطن اليوم هي الاطاحة بتنظيم الدولة الاسلامية.
وقال مدير وكالة الاستخبارات المركزية الاميركية (سي آي ايه) جون برينان الجمعة ان واشنطن قلقة من من ان يفتح "انهيار" النظام السوري الطريق امام سيطرة الاسلاميين.
ومنذ منتصف العام 2014 تقود الولايات المتحدة تحالفا دوليا لقتال التنظيم المتطرف الذي اعلن "الخلافة الاسلامية" على الاراضي التي سيطر عليها في العراق وسوريا.
وساعدت الغارات الجوية لقوات التحالف المقاتلين الاكراد على طرد التنظيم من بعض المواقع الواقعة في شمال سوريا، وخصوصا مدينة كوباني (عين العرب) على الحدود مع تركيا.
وساهمت الولايات المتحدة في قيادة جهود دولية لاجراء محادثات سلام بين الاسد وقوى المعارضة، اذ جلس الطرفان على طاولة المفاوضات للمرة الاولى في بداية العام الماضي. وبعد جلستين من المباحثات، انهارت المفاوضات من دون ان يتم استئنافها مع ازدياد سقوط الضحايا في هذه الحرب.
وقال كيري لمحطة سي بي اس ان "الاسد لم يكن يريد التفاوض". واضاف، ردا على سؤال حول استعداده للتفاوض مع الاسد، "اذا كان مستعدا للدخول في مفاوضات جدية حول تنفيذ مخرجات جنيف 1، فبالطبع، اذا كان الشعب مستعدا لذلك. وما نضغط من اجله هو ان نحثه على ان يفعل ذلك".
واضاف كيري في مقابلة، سجلت خلال تواجده في شرم الشيخ في مصر، ان الحرب السورية "هي واحدة من اسوأ المآسي التي يشهدها اي احد منا على وجه الارض".
وسارع التلفزيون السوري الى نشر تصريحات كيري.
وشدد على انه بالرغم من التحدي الذي يواجهه التحالف الدولي بقيادة اميركية ضد تنظيم الدولة الاسلامية في العراق وسوريا، فان واشنطن لا تزال تركز على انهاء الحرب الاهلية السورية.
وتابع "اننا نعزز من جهودنا بطريقة فعالة جدا، ونعمل مع المعارضة المعتدلة، ونقوم بما هو اكثر من ذلك بكثير ايضا". واوضح "نحن نتابع ايضا مسارا دبلوماسيا. وقد اجرينا محادثات مع عدد من اللاعبين الاساسيين في هذه المأساة".
وساعدت روسيا، حليفة الاسد، في انعقاد مؤتمر جنيف 2 في العام 2013 والهادف وقتها الى الاتفاق على مرحلة انتقالية سياسية بالاعتماد على مخرجات جنيف 1.
وتسعى حاليا الى اطلاق حوار بين الاطراف المتنازعة في سوريا حيث اعلنت انها ستستضيف محادثات في موسكو في نيسان الا انه لم يتضح بعد ما اذا كانت المعارضة المعترف بها دوليا ستشارك في المحادثات.

In 1990 Geagea accepted a negotiated settlement with the Assad regime and ended up in jail. Aoun did not and ended up in exile.
They both fought the Syrians and they both fought one another. Thousands died and they both ended up losing politically.

That is a huge change of heart that is coincidentally synchronized with the US-Iranian nuclear bargain.
The probabiliy of Assad staying in power for the foreseeable future is higher than at any other moment.
