تقارير: مبادرة "المستقبل" ترتكز على قانون الـ60 معدلا ومجلس شيوخ يُنتَخَب وفق الأورثوذكسي

ينتظر ان تعلن كتلة "المستقبل النيابية" الثلاثاء، عناوين مشروعها لقانون الانتخاب، الذي يرتكز على قانون الستين معدلاً وانشاء مجلس للشيوخ ليُنتَخَب وفقاً لمشروع اللقاء الأورثوذكسي، وفق صحيفة "الاخبار".
واوضحت الصحيفة ان مشروع قانون "المستقبل" يرتكز على إجراء الانتخابات لمرة أخيرة على أساس القيد الطائفي، وفق قانون الستين، مع إدخال بعض التعديلات عليه، على أن ينشأ مجلس للشيوخ ليُنتَخَب وفقاً لمشروع اللقاء الأرثوذكسي.
وفي اطار مشاورات "المستقبل"، قام رئيس الكتلة فؤاد السنيورة، بزيارة رئيس الجمهورية ميشال سليمان، الاثنين، وعرض معه قانون الانتخاب، ومؤكداً رفض الكتلة "اللقاء الاورثوذكسي" كما "قانون الستين".
ونقلت صحيفة "السفير" عن اوساط السنيورة قولها انه تم وضع سليمان في أجواء المبادرة التي سيطرحها "تيار المستقبل"، ويعلنها رئيس التيار سعد الحريري الخميس.
وابلغ السنيورة سليمان، وفق اوساطه ان "المستقبل" يرفض "السير بالاقتراح الاورثوذكسي، وانه لن يوقع على أي اقتراح يؤدي الى تخريب لبنان وتدميره، حتى ولو ذهب الكل الى التوقيع عليه، وبقينا نحن منفردين في معارضتنا له".
كما شدد على ان تيار "المستقبل" متمسك بالمواطنة والعيش المشترك، وانه سيبقى "الحصن المنيع في الدفاع عن وحدة لبنان وعيشه المشترك".
واكدت الاوساط رفض التيار اعتمد النسبية خصوصاً في ظل وجود السلاح.
واعلن السنيورة، الاحد، ان الكتلة ستقدم "في وقت قريب اقتراحاً متكاملاً وشاملاً (حول قانون الانتخاب) يعالج الهواجس التي ابداها المسيحيون".
يُذكر ان "القوات اللبنانية" و"الكتائب" يؤيدان "اللقاء الاورثوذكسي" (حيث كل طائفة تنتخب ممثليها) في حين انهما منفتحان على كافة الاقتراحات. وبدورهما تياري "الوطني الحر" و"المردة" يدعمان بقوة هذا المشروع، الا ان تيار "المستقبل" يرفضه.
واعلنت كتلة المستقبل النيابية عن رفضها اعتماد مبدأ النسبية في قانون الانتخابات، معتبرة أن "السيطرة المنظمة لقوى الأمر الواقع المسلحة على بعض المناطق في لبنان يمنع الاستفادة من الجوانب الاصلاحية في هذا المبدأ".
اما وعن جلسة اللجان النيابية الفرعية والتي اكد "القوات" و"الكتائب" مشاركتهما فيها، لفتت اوساط السنيورة عبر "السفير" الى ان هذا الاخير اكد ان "تيار المستقبل" لن يحضر أي اجتماع نيابي تحضره الحكومة، وذلك انسجاما مع موقفه، كما مع الموقف الذي اتخذته قوى 14 آذار، بمقاطعة الحكومة.
وافادت أوساط نيابية بارزة في "كتلة المستقبل"، "السفير" ان "المستقبل" يحضر اللجان المشتركة، في حالة وحيدة، وهي عدم حضور الحكومة.
واوضحت انه "ليس بالضرورة ان تحضر السلطة الإجرائية وهناك سوابق كثيرة في اللجان المشتركة بعدم حضورها، وبالتالي فإن من يسعى الى حضور الحكومة ويصر على ذلك هو الذي يريد أن يعقّد الأمور وليس نحن".
يُذكر ان قوى 14 آذار، اعلنت مقاطعتها الجلسات والاعمال التي تشارك بها الحكومة، اذ انها تتهمها بـ"تغطية الاغتيالات" وتطالبها بالاستقالة، خصوصاً اثر اغتيال رئيس فرع المعلومات في قوى الامن الداخلي اللواء وسام الحسن، بانفجار سيارة مفخخة في الاشرفية في 19 تشرين الاول الفائت.

Oh come on here. This senseless entitlement must end. If you want to talk about rightful, then one person, one vote. You are not somehow better than your muslim lebanese and vice versa. If what is written in this article is true, then it is the closest to the Taef and the constitution. What amazes me is why do our politicians not apply the Taef and the constitution? A senate guaranteeing minimum representation per sect and a non-sectarian based on qada'a or smaller.

This, of course is the proper solution to the dilemma of fair representation for demographic majorities but institutional protection for demographic minorities. The solution cannot be worked in a unicameral legislative body. Rather expression of demographic majority rule can be accomplished in the Chamber of Deputies and institutional protection for the rights of demographic minorities can be protected in a Senate chamber.
Even the United States, at its founding during the crisis of the Constitutional Convention found this solution the only answer. Representatives of small states did not wish to join with the larger states because they would always be at an electoral disadvantage in a proportionally represented national legislature.

James Madison developed the Grand Compromise that each state, regardless of size would be accorded 2 senators in a separate legislative chamber. So, tiny Vermont has 1 Representative and the larger New York has 27. But in the Senate, Vermont has 2 Senators and New York has 2 Senators.
In Lebanon, the Chamber should not be apportioned by confessional group, rather anyone should be free to run for any of the 128 seats so that the Majority may find expression in the Chamber of Deputies.
In the Lebanese Senate, the Taif formula of 50-50 split between Christians and Moslems should be preserved and institutionalized as a guarantee to the confessional minorities.
