Mr. Irrelevant is again WRONG. The constitution requires consultations with the parliamentary blocs in deliberations over the president's designation of a Prime Minister. With regard to the council of Ministers, dithering PM. Makes his line up, they develop a Ministerial statement setting the policy of the Government, the decree is consigned with the president of the republic! and then the nominees for the council of ministers along with the policy statement is submitted to parliament for a confirmation vote. A bloc may have a veto over the confirmation if it can get enough votes in parliament to vote the line up and policy statement down.

Aoun's statement that there must be pre-submittal consultations with the Parliamentry blocs is just WRONG.

Section II, Article 64 paragraph 2 of the Lebanese Constitution:
2. He conducts the parliamentary consultations involved in forming a Cabinet. He signs, with the President, the Decree forming the Cabinet. The Cabinet must present its general statement or policy to the Chamber and gain its confidence within thirty days of the date of issuance of the Decree in which the Cabinet was formed. The Cabinet does not exercise its powers before it gains the Chamber's confidence nor after it has resigned or is considered resigned, except in the narrow senseof managing affairs.
3. He presents the Government's general policy statements before the Chamber of Deputies.

Section I, Article 53, paragraph 2 of the Lebanese Constitution:
2. The President designates the Prime Minister in consultation with the President of the Chamber of Deputies based on parliamentary consultations which are binding and the content of which the President formally discloses to the Prime Minister.

consultations with the parliament are BINDING on the President with regard to his nomination of a PM-Designate. The PM-Designate may consult with Parliament as he deliberates his Cabinet line up, but the only binding action that the Parliament has with regard to the cabinet is to vote it up or down in a vote of confidence after a decree has been submitted to it for a vote.

Face the facts: Syria, Iran and Hezbollah are partners, and they killed M14 politicians, journalists, and investigators.

Pierre Gemayel was killed for the benefit of Aoun and the party that covers up the crimes of the murderers. The quid pro quo was the agreement by FPM to deny the release of phone records to solve the crimes.
