Berri Says Ministers Reckless Use of Jurisdiction Toppling Cabinet

Speaker Nabih Berri expressed dissatisfaction with the cabinet's status quo, considering the government as eroding from the inside due to the “reckless use” of the jurisdictions by ministers.

“The cabinet is meeting but the ministers aim at infuriating each others by rejecting decrees related to certain ministries,” Berri said in comments published in al-Akhbar newspaper on Saturday.

Prime Minister Tammam Salam has been seeking to change the mechanism adopted by the cabinet over rivalries between minister.

Salam has adopted the collective vote formula that requires the approval of the 23 ministers on major decisions. Such a process is hindering the government's work over the veto right that certain cabinet members are exercising.

The majority of the cabinet ministers have reportedly backed a change in the mechanism.

The speaker reiterated his reservations over the mechanism adopted by the government to run the country amid the ongoing vacuum at the presidential post.

He warned of attempts to “manipulate” the jurisdictions of the president.

However, Berri expressed understanding to Salam's concerns over the presidential vacuum and his keenness to adopt consensus at his cabinet as a means to comfort the fears of the Christian minister over the vacancy.

The speaker has rejected the mechanism adopted by the government.

Power centers are being created in the absence of the President. The 23 vote mechanism adopted by Salam has given the ministers a veto power. The President does not have a veto power over the Council of Ministers. Yet, now, Thibran Basil, the FPM foreign Minister has a veto. How will these Ministers relinquish that power if we restore the Presidency?? First rule of history, power is never voluntarily relinquished. In countries with the Rule of Law, they relinquish in the face of the law. Where there is no Rule of Law, you have to kill the bastard to get him to give it up.
