Berri: Ministry of Planning the Sole ‘Sovereign’ Ministry Abroad
Parliament Speaker Nabih Berri said on Wednesday that the Ministry of Planning is the only “sovereign” ministry in the world because it is “pivotal,” while Lebanon tends to invent and name the so-called “services-related and sovereign portfolios.”
Speaking during his weekly meeting with MPs, Berri said: “We have invented sovereign ministries, services ministries and important ministries while the only ministry considered sovereign in other countries is the Ministry of Planning, because it is vital.”
Berri’s remarks come as political parties horsetrade over the distribution of government shares and quotas.
PM-designate Saad Hariri was designated on May 24 to lineup a Cabinet. His mission has since been delayed because of disagreements over the Druze and Christian representation.

But on June 14, 2018 the same Berri said:
“I will not concede any portfolios this time. A sovereign portfolio will be allocated for AMAL, and a services portfolio will be allocated to Hizbullah. Let them deal with it,” said Berri.
Berri said he is already in “agreement with Hariri that the Shiite share will be divided equally giving three portfolios for AMAL, and three for Hizbullah. AMAL will get a sovereign portfolio (finance ministry), while a services portfolio most probably the health, to be allocated to Hizbullah.”

During Mr. Salam's government, the shias got the Finance ministry and from then on claimed it as their right. Will Berri give up the Finance ministry?
