Jumblat Urges Dialogue, Review of People-Army-Resistance Formula

Progressive Socialist Party chief Walid Jumblat called on Monday for the resumption of national dialogue among the country's bickering leaders while stressing a review of a clause in the government policy statement that stresses the right of the “people, army and resistance to liberate” Lebanese territories.

Hizbullah's “arms are a major point of contention,” Jumblat said at a press conference he held in Mukhtara to announce an initiative that would bring back the March 8 majority and March 14 opposition alliances to the dialogue table.

"But after the resumption of dialogue there should be a new formula because we can't continue to stick to this formula that is unclear and mixes between the resistance and the army,” he said.

“The state is the authority and if anyone has a magic solution to the arms, then let him inform us,” Jumblat said.

The policy statement of the government says the government adheres to the right of Lebanon through its people, army and resistance to liberate the Shebaa Farms, Kfarshouba hills and the Lebanese part of the village of Ghajar.

But Jumblat rejected the liberation of Lebanese lands in inappropriate ways and criticized the so-called Ayoub drone that Hizbullah sent over Israeli territories in October to serve “things outside Lebanon.”

“We don't want the Islamic Republic to use Lebanon to improve its position in the negotiations with the U.S. the same way we don't want Arab axes to use Lebanon to fight” Iran, he said.

Jumblat said his initiative lies in calling on all sides to abide by the Baabda Declaration - made in June after the first national dialogue in over 18 months - in which rival political leaders pledged to commit themselves to dialogue and political, security and media pacification, avoid speeches that fuel sectarian incitement and bolster stability to prevent Lebanon from sliding into sectarian strife.

In his initiative, Jumblat called for ending media and violent political rhetoric, and avoiding the involvement in the battle “field” of the Syrian crisis.

He stressed the initiative is part of the efforts made by President Michel Suleiman to resume the national dialogue in cooperation with Speaker Nabih Berri.

Contact between the March 14 opposition alliance and the Hizbullah-led March 8 majority was shaken following the Oct. 19 assassination of Internal Security Forces Intelligence Bureau chief Wissam al-Hasan in a car bomb explosion in Beirut's Ashrafiyeh district.

The opposition, which blamed Miqati's government and accused Syria of carrying out the killing, boycotted parliamentary activity, demanding the resignation of the cabinet, and said it would not sit at the national dialogue table with Hizbullah.

But Jumblat defended Miqati, saying he shouldn't be blamed for al-Hasan's assassination.

He also cited several achievements made by the government, including the funding of the Special Tribunal for Lebanon and the protection of figures close to ex-PM Saad Hariri, who is the head of al-Mustaqbal movement and the leading component of the March 14 opposition.

Jumblat, who is a centrist and has several ministers loyal to him, reiterated that the formation of a “neutral government” as called for by some sides would not be successful without the consultation of all parties.

“This takes us back to the dialogue table,” he said, adding he would rename Miqati for the premiership if there was no deal between the different factions on a certain cabinet formula.

The PSP chief further criticized the opposition in its continued accusation of Hizbullah of involvement in former Prime Minister Rafik Hariri's Feb. 2005 assassination.

Four Hizbullah members have been indicted by the STL. But “is it necessary to remind (the people) of that every minute?” he wondered.

“Don't some people realize that this reminder increases divisions between the two (Sunni and Shiite) sects,” he questioned.

“Justice will someday prevail,” he said.

Jumblat also criticized Hizbullah in that respect, saying the party should provide evidence to the international tribunal if it believes that Israel assassinated Hariri.

He stressed however that he had an “excellent relationship” with Hizbullah.

From all that it is clear that hizbushaitan have digged themselves in a dump and they need someone to pick them up from it, thus they agreed to joumblat's initiative.
they are now afraid of what is coming after they syrian regime collapse as well as the sidelining of hamas now.
they are left to confront Israel alone with an extremely hostile environment in Lebanon, and no Syrian regime too.
in spite of all the rhetoric of hizbushaitan yesterday, they are desperate for an agreement internally, but are they willing to pay the internal price????

i agree with you- it is one step at a time and we will be there - the formula of army+people+ resistance is really nothing but a life support jacket for hizballah that will blow up sooner or later. No one really is buying this and no one believes in it. People are fed up with this crap and just want to live in peace and harmony. The logic is so flawed that if all parties/ sects etc. agreed with it, then it is a fair game for all to amass weapons, in the name of resistance of course, and keep lebanon a time bomb ready to blwo up any time. This is not how you build institutions and an army.

The vast majority of Lebanese are against Hizbala and MANY Shia are also against Hizbala and their corrupt politicians and financiers. Lebanese want peace but Hizb is for Iran’s interest regardless of the cost to our country...Hizbala is becoming more like the NAZI party with big shows and fiery speeches...Hizb is a cancer that should be destroyed with the help of the people and the military.

geha in alot of ways you are right... HA knows it is in a desperate situation.. with all the campaigning they are doing in favor of M14 and the anger of the sunni's now spilling into extremism that will devour them, they know the only way is to submit to the logic of the state.
Either way, this people-army-resistance formula is a load of crap that needs to be scrapped... let us get all the weapons into the hands of the central authority, and whoever wins the elections will have that authority. their clock is ticking.. and they are running out of answers.

If the truth were to be told, you would probably, almost certainly, find that more Lebanese civilians (I don't include those Hizballah and Fatah terrorists) have been killed by the Syrians during their control of Lebanon than by Israelis.
The world press and TV have more than once emphasised that Israeli does not target civilians, in straight contrast to what Hizballah did in their last attacks on Israel, and what Hamas has been doing for years.
Since 1973 the Syrian leadership has noted that it is advantageous to keep a quiet on the Golan front without any agreements with Israel, something else the Hamas should learn, and something that the Republic of Lebanon realises is for its own good..

Phillipo. While I do agree that probably more people in Lebanon died by syrian bullets than isreali ones. And at worst I classifyy the syrians (assad) and isreal on the same level in terms of killing. Syria by far takes the prize in supression, torture, and theft. But where I have a problem with your statement is that it is a well know fact that Israel does commit crimes against humanity. It might have to do with the fabric of HA and their warfare tactics. And the fact that HA loves firing missiles from populated areas. That does not excuse the atrosities that israel comits against other lebanese and palestinians.

In no way is Israel the victim they portray themselves to be. But likewise can be sais about syria, iran and by extension and actual deeds HA. All of those countries (govts) and people should be put to death for the disregard of innocent human life. Be it muslim, jew, christian or athiest. The world is changing and changing fast. Jumblatt is right, old formulations based on old operating assumptions of the past will not work for the future.
Lebanon is about to embark on something brand new. It has oil and gas and a singular opportunity to finally develop itself into a country like the countries that her sons and daughters built in the Gulf and South America, a truly modern 21st Century state. There will be no room for 7th Century thinking. No time to waste with a culture of death and overriding sense of oppression. There is no need for death or oppression when there is wealth to be created with enough to go around to all of Lebanon's sons and daughters.
We need to pitch the Big Rat out of the tent and bring Lebanon's Shittes back home away from Iranian handouts and into the light of Lebanese self determination.

The "people-army-resistance" formula was kept vaguely worded, but it's interpretation has been abused by HA.

Essentially, all the formula says is that the "people, army, and resistance" have the right to liberate Shebaa, Kfarshouba hills, and Ghajar.

The formula has been interpreted as allowing HA the right to keep their arms. However the arms must not be used internally against fellow Lebanese. HezIran violated any interpretation of the formula when they started using their arms to assassinate their political opponents. They further abused this agreement on May 7.

There is no formal conviction yet on the Rafik Hariri murder, but the indictment of HA members, should have forced all HA to be removed from government (cabinet and parliament).

The events of May 7 show that HA cannot be trusted as a foreign militia on Lebanese land. This essentially cancelled the people-army-resistance formula.
