Police and Israel's Shin Bet security agency have arrested an Arab Israeli suspected of undergoing military training with the Islamic State jihadist group in Syria, the agency said.

It said that Hamza Magasmah, from the Galilee village of Yafia, was arrested on October 24 on his return to Israel.

Israeli Prime Minister Benjamin Netanyahu warned world powers against making a "historic mistake" in nuclear talks with Iran, as tortuous negotiations approached deadline.

"It's important that there won't be a bad deal," Netanyahu told ABC News on Sunday. 

Both leading candidates in Tunisia's first free presidential election since the 2011 revolution sparked the Arab Spring predicted a runoff as each claimed to be ahead after Sunday's vote.

The election is a milestone in the North African country where a popular uprising set off a chain of revolts that saw several Arab dictators toppled by citizens demanding democratic reform.

At least eight people were killed and 24 were missing as heavy storms lashed southern Morocco, causing flash floods, the authorities said on Sunday.

It said the "exceptional" storms swept across the regions of Guelmim, Agadir, Ouarzazate and Marrakesh, and a search was under way for the missing.

Morocco has arrested six suspects after an online video showed masked men pledging allegiance to the head of the jihadist Islamic State group, officials and media said on Sunday.

Media reports said the video that went online last week was filmed in Morocco and showed three masked men holding the IS flag and introducing themselves as soldiers of the Islamic State.

Israeli Prime Minister Benjamin Netanyahu warned Sunday that France's parliament would be making a "grave mistake" if it recognizes a Palestinian state in a vote on December 2. 

"Do they have nothing better to do at a time of beheadings across the Middle East, including that of a French citizen?" he told reporters in Jerusalem, referring to hiker Herve Gourdel who was executed by his jihadist captors in Algeria in September.

Iraqi security forces and pro-government fighters on Sunday retook areas from jihadists near the Iranian border in an operation that left 20 Kurdish troops dead, security officials said.

The assault, launched early Sunday northeast of Baghdad in Diyala province, is the latest in a series of drives that have seen some territory lost to a sweeping June offensive by the Islamic State group being regained.

Syria's President Bashar Assad told a Russian delegation Sunday that "serious efforts" were needed to defeat "terrorists" and exert "real pressure" on their alleged backers, state media said.

Assad's statement comes days ahead of scheduled Moscow talks between Russian President Vladimir Putin and a Syrian delegation on the possible relaunch of peace talks with the opposition.

U.S. Vice President Joe Biden on Sunday wrapped up a key visit to Turkey without a breakthrough on military cooperation in the Syrian crisis but with officials confident the talks brought their positions closer.

During his three-day trip to Istanbul, Biden held several hours of talks with both Turkish President Recep Tayyip Erdogan and Prime Minister Ahmet Davutoglu on the crises created by the capture by Islamic State (IS) jihadists of swathes of Iraq and Syria.

The Arab League will hold an extraordinary meeting next week to discuss the situation in the Palestinian territories in the presence of Palestinian President Mahmud Abbas, an official said Sunday.

The meeting on November 29 comes as annexed Arab east Jerusalem is roiled by months of unrest, which has spread across the occupied West Bank and to Arab communities inside Israel.
