Ukraine on Wednesday lowered the military conscription age from 27 to 25 in an effort to replenish its depleted ranks after more than two years of war following Russia's full-scale invasion.

The new mobilization law came into force a day after Ukraine President Volodymyr Zelenskyy signed it. Ukraine's parliament, the Verkhovna Rada, passed it last year.

NATO chief Jens Stoltenberg said Wednesday that alliance members must guarantee long-term weapon deliveries for Ukraine, as ministers prepared to discuss a proposal for a 100-billion-euro, five-year fund.

"We must ensure reliable and predictable security assistance to Ukraine for the long haul so that we rely less on the voluntary contributions and more on NATO commitments, less on short-term offers and more on multi-year pledges," Stoltenberg said as NATO foreign ministers met in Brussels.

Last year, President Joe Biden hadn't even spoken a word at the White House celebration of Ramadan before someone shouted out "we love you." Hundreds of Muslims were there to mark the end of the holy month that requires fasting from sunrise to sunset.

At least nine people were killed and more than 900 injured Wednesday by a powerful earthquake in Taiwan that damaged dozens of buildings and prompted tsunami warnings that extended to Japan and the Philippines before being lifted.

A 12-year-old student opened fire at a secondary school in southern Finland on Tuesday morning, killing one and seriously wounded two other students, police said. The suspect was later arrested.

U.S. Secretary of State Antony Blinken will hold talks with French President Emmanuel Macron in Paris on Tuesday on supporting Ukraine in its war with Russia and the Israel-Hamas conflict.

France is among major military suppliers to Ukraine, which has faced critical shortages of arms and troops as it holds off an onslaught of Russian attacks.

Two industrial sites in the central Russian region of Tatarstan, around 1,100 kilometres (690 miles) from the Russian-Ukrainian border, were hit in a drone attack on Tuesday morning, Russian officials said.

A defense source in Kyiv told AFP that Ukraine's GUR military intelligence agency was behind the strikes, which it said hit facilities assembling Iranian-designed Shahed explosive drones.

Turkey was at a "turning point" Monday, President Recep Tayyip Erdogan said after the opposition fighting his two-decade rule swept municipal elections in Istanbul, the country's emblematic megapolis, and other major cities.

Near-final results showed the main opposition Republican People's Party (CHP) wresting the main cities and Anatolian provinces that were strongholds for Erdogan's Islamic conservative AKP party.
