The global chemical weapons watchdog said Friday it found "reasonable grounds" that chlorine was used as a weapon in a deadly attack on the Syrian town of Douma last year.
The determination was contained in a detailed report by the Organization for the Prohibition of Chemical Weapons' fact finding mission that investigated the April 7, 2018 attack. Medical workers said at the time that the attack killed more than 40 people.

Canada said it will allow a U.S. extradition request for an executive of Chinese tech giant Huawei to face charges over possible dealings with Iran to proceed.
The Department of Justice said Friday officials made the decision after a diligent review of the case against Meng Wangzhou, chief financial officer of Huawei Technologies Ltd., the biggest global maker of network equipment for phone and internet companies. Pakistan says Indian aircraft crossed into its territory and dropped bombs on Tuesday without causing casualties, in the latest escalation between the nuclear-armed rivals since a deadly attack on Indian troops in the disputed Kashmir region sent tensions soaring.
Maj. Gen Asif Ghafoor, a military spokesman, said the Indian "aircrafts" crossed into the Pakistan-controlled Muzafarabad sector of Kashmir, which is split between the two countries but claimed by each in its entirety. He said Pakistan scrambled fighters and the Indian jets "released payload in haste," near Balakot, on the edge of Pakistani-ruled Kashmir.
