Conservative Karol Nawrocki won Poland's weekend presidential runoff election, according to the final vote count on Monday. Nawrocki won 50.89% of votes in a very tight race against liberal Warsaw Mayor Rafał Trzaskowski, who received 49.11%.

The race had Poland on edge since a first round of voting two weeks earlier, revealing deep divisions in the country along the eastern flank of NATO and the European Union.

The United Kingdom will build new nuclear-powered attack submarines, get its army ready to fight a war in Europe and become "a battle-ready, armor-clad nation," Prime Minister Keir Starmer said Monday, part of a boost to military spending designed to send a message to Moscow — and Washington.

Starmer said Britain "cannot ignore the threat that Russia poses" as he pledged to undertake the most sweeping changes to Britain's defenses since the collapse of the Soviet Union more than three decades ago.

Iranian, Egyptian and U.N. leaders met in Cairo on Monday to discuss Iran's nuclear program after a report from the U.N. nuclear watchdog agency said that Iran is further increasing its stockpile of uranium enriched to near weapons-grade levels.

Rafael Mariano Grossi, the director-general of the Vienna-based International Atomic Energy Agency, said that the agency compiled the report, because Iranian's uranium enrichment was an ongoing concern for the IAEA's board of governors.

Iranian Foreign Minister Abbas Araghchi said on Monday that a nuclear deal would not be possible if the goal is to "deprive Iran of its peaceful nuclear activities".

"If the goal of the negotiations is to gain reassurance and confidence that Iran is not seeking nuclear weapons, then in my view, reaching an agreement is possible," he said in a joint press conference with Egyptian foreign minister Badr Abdelatty. "But if the goal is to deprive Iran of its peaceful activities, then certainly no agreement will be reached," he continued.

Ukrainian President Volodymyr Zelensky arrived Monday in Vilnius for a summit with the leaders of NATO's eastern and Nordic members, some of Kyiv's staunchest backers amid the Russian invasion.

Zelensky's spokesman said he would hold "bilateral meetings" on the sidelines of the summit in the Lithuanian capital, which will also be attended by NATO Secretary General Mark Rutte.

Delegations from Russia and Ukraine ended their latest peace talks Monday in Turkey after just over an hour, Ukrainian President Volodymyr Zelenskyy and Russian state media said.

Speaking in Vilnius, Lithuania, Zelenskyy said both sides "exchanged documents through the Turkish side, and we are preparing a new release of prisoners of the war."

Tehran called on Washington to provide a formal guarantee that it will lift sanctions imposed on Iran in ongoing talks on the Islamic republic's nuclear program.

"We want to guarantee that the sanctions are effectively lifted," foreign ministry spokesman Esmaeil Baqaei told a news conference Monday in Tehran. "So far, the American side has not wanted to clarify this issue."

Iran's Foreign Minister Abbas Araghchi said he had received "elements" of a U.S. proposal for a potential nuclear deal following five rounds of talks mediated by Oman.

Omani Foreign Minister Badr al-Busaidi "paid a short visit to Tehran today to present elements of a U.S. proposal which will be appropriately responded to in line with the principles, national interests and rights of the people of Iran," Araghchi said on X.

French President Emmanuel Macron warned the U.S. and a large audience of Indo-Pacific nations Friday night that they risk a dangerous double standard as they concentrate on a potential conflict with China if that shift comes at the cost of abandoning Ukraine.

Macron's remarks come as the U.S. is considering withdrawing troops from Europe to shift them to the Indo-Pacific. He warned that abandoning Ukraine would eventually erode U.S. credibility in deterring any potential conflict with China over Taiwan.

Ukraine is ready to resume direct peace talks with Russia in Istanbul on Monday, a top adviser to President Volodymyr Zelenskyy said, following days of uncertainty over whether Kyiv would attend a further meeting proposed by Moscow.

But Ukrainian officials have insisted that the Kremlin provide a promised memorandum setting out its position on ending the more than three-year war, before the two delegations sit down to negotiate.
