Iraq says it will offer new oil and gas exploration rights as it looks to boost energy revenues to fund its war against the Islamic State group and shore up its finances amid low oil prices.

Oil Minister Jabar Ali Al-Luaibi said late Tuesday that his ministry plans to put nine border exploration blocks up for bidding by international energy companies. Five are shared with Iran, three with Kuwait and one is in the Persian Gulf.

The U.S.-led coalition said Wednesday that an Amnesty International report accusing its forces of violating international law during the fight against the Islamic State group in Mosul is "irresponsible."

The report released Tuesday said Iraqi civilians were subjected to "relentless and unlawful attacks" by the coalition and Iraqi forces during the grueling nine-month battle to drive IS from Iraq's second largest city. It said IS militants had carried out mass killings and forcibly displaced civilians to use them as human shields.

Lebanon's Foreign Ministry has welcomed the liberation of the city of Mosul from the Islamic State group as a "great victory" for the Iraqi people.

The ministry called for intensified regional efforts to contain the spread of terrorism "from one nest to another."

A Cyprus police spokesman says 85 Syrian migrants who arrived by boat to the island's northwestern coast have now been taken to a reception center.

Police spokesman Michalis Ioannou said Saturday the boat that brought the 64 men, nine women and 12 children to Cyprus set sail from Antalya, Turkey.

Anti-globalization activists have rioted for a second night as Hamburg hosts the Group of 20 leaders, setting up street barricades, looting supermarkets and attacking police with slingshots and petrol bombs.

Police say riots were extremely violent in the early hours of Saturday in the city's Schanzenviertel neighborhood. Hundreds of officers went into buildings to arrest rioters while being attacked with iron rods and Molotov cocktails thrown from the roofs. Thirteen activists were arrested when special units stormed one building.

The Islamic State group claimed responsibility for attacking a remote Egyptian army outpost in the Sinai Peninsula with a suicide car bomb and heavy machine gun fire. The assault killed at least 23 soldiers in the deadliest attack in the turbulent region in two years.

The IS made the claim after nightfall Friday, saying in an online statement that it had carried out the attack as the Egyptian army was preparing an assault on IS positions in Sinai.

Israel has protested a UNESCO vote that called it the "occupying power" in Jerusalem's Old City which includes sites sacred to Jews, Christians and Muslims.

Participants in a UNESCO World Heritage Committee's session in Krakow, Poland, called on "Israel, the occupying power" to stop "persistent excavations, tunneling, works, projects and other illegal practices" in East Jerusalem and especially in the Old City.

Manchester Airport says a terminal has been evacuated while authorities investigate a suspicious bag.

The airport says it is conducting a "precautionary evacuation" of Terminal 3 "due to a potential issue with a bag."

Iraq's prime minister on Tuesday congratulated his fighters on "the big victory in Mosul" — even as fighting with Islamic State militants continued in Mosul's Old City neighborhood where Iraqi forces are about 250 meters from the Tigris River and facing increasingly fierce resistance.

Haider al-Abadi spoke during a press conference in Baghdad, less than a week after he declared an end to IS' self-styled caliphate after Iraqi forces achieved an incremental win by retaking the landmark al-Nuri Mosque in the Old City.
