Typhoon Podul brings no major damage as it crosses Taiwan and heads for China

Typhoon Podul crossed southern Taiwan, where authorities closed schools and government offices as heavy rain threatened more damage to agriculture in the island's southeast. No major damage was reported.

The storm hit Taitung county on the east coast shortly after noon, moving across the south of the island at about 36 kilometers (22 miles) per hour. By 5:00 p.m. (0900 GMT) its center was just off Taiwan's west coast, churning out into the Taiwan Strait and China, according to the Central Weather Administration.

New draft of plastic pollution treaty would not limit plastic production

Negotiators working on a treaty to address the global crisis of plastic pollution are discussing a new draft of the text Wednesday that would not limit plastic production or address chemicals used in plastic products.

The biggest issue of the talks has been whether the treaty should impose caps on producing new plastic or focus instead on things like better design, recycling and reuse. About 100 countries want to limit production as well as tackle cleanup and recycling. Many have said it's essential to address toxic chemicals.

Wall Street climbs again as worldwide rally comes back around

U.S. stocks are ticking higher on Wednesday after a rally spurred by hopes for lower U.S. interest rates wrapped around the world.

The S&P 500 rose 0.4%, coming off its latest all-time high. The Dow Jones Industrial Average was up 364 points, or 0.8%, as of 10:20 a.m. Eastern time, while the Nasdaq composite was adding 0.3% to its own record set the day before.

Putin's travel also has been limited by an International Criminal Court arrest warrant issued in 2023 that has prompted him to avoid visits to places that recognize the court's authority. The U.S. isn't a member of the court and thus doesn't have an obligation to arrest him.

Israel is in discussions with South Sudan about the possibility of resettling Palestinians from the Gaza Strip to the war-torn East African country, part of a wider effort by Israel to facilitate mass emigration from the territory left in ruins by its 22-month offensive against Hamas.

Six people familiar with the matter confirmed the talks to The Associated Press. It's unclear how far the talks have advanced, but if implemented, the plans would amount to transferring people from one war-ravaged land at risk of famine to another, and raise human rights concerns.
