China's ambitions to have a major hand in Afghanistan's stability and development under the Taliban, while boosting its own stature, will be on display at a pair of multinational meetings it is hosting starting Wednesday.

China, Russia, Pakistan, Iran, Tajikistan, Turkmenistan and Uzbekistan are expected to send representatives to the main meetings involving neighboring states.

Russian pledge to scale back in Ukraine draws skepticism

Russia's pledge to scale back some military operations in Ukraine drew skepticism even as the two nations planned to return Wednesday to talks that could produce a framework for ending the war that has imposed an increasingly punishing toll.

Ukrainian President Volodymyr Zelenskyy said there was no reason to believe Russia's announcement that it would reduce military activity near Kyiv, the capital, as well as in the northern city of Chernihiv, given what's happening on the ground.

Palestinian gunman kills 5 in 3rd attack in Israel in a week

A gunman on a motorcycle opened fire in a city in central Israel late Tuesday, methodically gunning down victims as he killed at least five people in the third such street attack in a week. The shooter was killed by police.

Israeli media said the attacker was a Palestinian from the West Bank, the third Arab assailant to launch an attack ahead of the Muslim holy month of Ramadan. The previous two attacks, carried out by Arab citizens of Israel inspired by the Islamic State extremist group, have raised concerns of further violence.

Elton John adds more North American dates to his farewell

Elton John has added 11 new dates on the North American leg of his farewell tour, including concerts in New Jersey, Massachusetts, California, Arizona and Washington state.

John begins his final run of dates in North America in Philadelphia on July 15, finishing with a three-night engagement at Dodger Stadium in Los Angeles on Nov. 17, 19 and 20.

Energy agency says 'radical action' needed to hit climate goals

The world must take "radical action" to shift away from fossil fuels, including investing $5.7 trillion annually in solar, wind and other forms of clean power this decade to ensure that global warming doesn't pass dangerous thresholds, the head of the International Renewable Energy Agency said Tuesday.

Other measures proposed in a 348-page report on the global energy transition include improving energy efficiency, increasing electrification, capturing carbon emissions and expanding the use of hydrogen gas.

Turkey hails Istanbul talks as 'most significant progress' since Ukraine war began

Turkey's foreign minister said Tuesday that Russian and Ukrainian negotiators have reached “a consensus and common understanding” on some issues.

Mevlut Cavusoglu said the two sides made “the most meaningful progress” since the start of the war at a meeting in Istanbul on Tuesday. He said the meeting would be followed by a meeting between the Russian and Ukrainian foreign ministers.
