Gaza militants on Monday fired 11 rockets at southern Israel, one of which exploded next to a house, police said, shattering an overnight calm even as Cairo sought to broker an end to 24 hours of bloodshed.

As sirens sounded across the south, Israel's top brass was examining how to put a decisive end to the latest spike in bloodshed, the second such flareup in and around Gaza in three weeks.

U.N. leader Ban Ki-moon appealed Sunday to Israel and Syria to ease tensions on their disputed Golan Heights frontier amid warnings that conflict in Syria could spread.

Israel fired warning shots into Syria after a mortar from the Syrian side hit an Israeli position in the Golan, officials said.

Israeli troops fired warning shots into Syria Sunday, the army said in a statement, in what public radio said was the first Israeli fire directed at the military in the Golan Heights area since the 1973 war.

"A short while ago, a mortar shell hit an IDF post in the Golan Heights adjacent to the Israel-Syria border, as part of the internal conflict inside Syria. In response, IDF soldiers fired warning shots towards Syrian areas," the army said in a statement.

The Palestinians will submit a bid to the General Assembly for non-state membership of the United Nations later this month, President Mahmud Abbas said on Sunday.

"We're going to the United Nations in November 2012, not 2013, or 2014," Abbas said at an event commemorating the eighth anniversary of the death of former president Yasser Arafat.

Palestinians are coordinating with Russia, as well as Swiss and French experts, on the exhumation of late President Yasser Arafat, Palestinian President Mahmud Abbas said Sunday.

Arafat died in a French military hospital near Paris on November 11, 2004 and French experts were unable to say what had killed him, with many Palestinians convinced he was poisoned by Israel.

Israel is "prepared to escalate" its response to a flare-up of violence along its border with the Gaza Strip, Israeli Prime Minister Benjamin Netanyahu warned on Sunday.

"The world must realize that Israel won't sit by idly in the face of attempts to attack us. We are prepared to escalate our actions," he said at the start of his weekly cabinet meeting.

Three Gazans were killed and 30 injured by Israeli shelling on Saturday after militants fired an anti-tank rocket at an Israeli jeep, wounding four soldiers, sources on both sides said.

The flare-up was one of the most serious clashes in a single day since Israel's devastating 22-day operation in the Gaza Strip over New Year 2009.

Hizbullah senior official Mohammed Yazbek criticized on Saturday U.N. chief Ban Ki-moon's 16th semi-annual report on the implementation of 1559, saying that the party is defending Lebanon's national unity.

“They are demanding to dismantle the resistance so that Israel remains” safe, Yazbek said.

Israeli President Shimon Peres on Friday hailed a "determined" stance from Russia on Iran's nuclear program and said Moscow's position on a range of issues was close to Israel's.

"The positions of the Russians are much more complex than what we think -- more, let's say, on Israel's side on a lot of issues," Peres told Israel's army radio in Moscow at the end of a four-day visit during which he held talks with President Vladimir Putin.

Iran's defense minister confirmed on Friday a Pentagon claim that two Iranian fighter jets fired on an unarmed U.S. Predator drone in the Gulf last week.

"Last week an anonymous plane entered the space over the territorial waters of the Islamic Republic of Iran in the Persian Gulf area which, due to the timely, clever and decisive action of our armed forces, was forced to flee," Ahmad Vahidi was quoted on ISNA as saying.
