Russia proposed a U.N. Security Council draft resolution Thursday asking Kiev to "immediately start consultations" with pro-Russian separatists on elections within their eastern Ukraine strongholds.

The Russian text cites a paragraph from a February peace accord, which "provides for discussion and agreement on questions related to local elections in certain areas of the Donetsk and Lugansk regions."

Russia Expands Military Exercises to 80,000 Troops

Russia said Thursday it had doubled the number of troops taking part in mass drills ordered by President Vladimir Putin this week to 80,000 in a major show of strength amid tensions with the West over Ukraine.

Obama, Merkel Say No Easing of Russia Sanctions over Ukraine

Moscow Says to Host Syria Talks April 6

Representatives of Syrian President Bashar Assad and opposition figures will meet for peace talks in Moscow on April 6, three months after a meeting ended without concrete results, a Russian foreign ministry spokesman told Agence France-Presse.

The ministry spokesman did not specify which opposition representatives and officials from Assad's government would attend the talks.
