United Nations Special Coordinator for Lebanon Derek Plumbly emphasized on Thursday the need for the various political powers in Lebanon to agree on a new parliamentary electoral law.

He said after holding talks with Speaker Nabih Berri: “We underlined the importance the U.N. attached to the conduct of free and fair elections in the prescribed time for democracy and stability in Lebanon.”

The March 14 opposition alliance was on Thursday gearing up to mark the 8th assassination anniversary of former Prime Minister Rafik Hariri at the BIEL exhibition center in downtown Beirut in the absence of key leaders.

Under the slogan of “Our Dream Will Come True,” the coalition will stress its unity despite the latest differences among its different factions on the electoral draft-law, Hariri's al-Mustaqbal newspaper said.

The Phalange Party announced on Monday that it has devised a new parliamentary electoral law, which it will present to the electoral subcommittee.

The new law is based on the winner-takes-all and proportional representation systems, revealed MP Sami Gemayel after the party's weekly politburo meeting.

Progressive Socialist Party leader MP Walid Jumblat accused some “outsiders” of seeking to tarnish Arsal's image, demanding that all sides support the army and refrain from victimizing the Bekaa town.

He said in his weekly editorial in the PSP-affiliated al-Anbaa website: “Some small MPs and sons of MPs are exploiting the confusion within the Mustaqbal Movement in order to achieve governmental gain.”

A top Syrian security official has recently sent Hizbullah a list of Lebanese political and military personalities targeted for assassination, the Kuwaiti al-Seyassah newspaper reported on Sunday.

The daily quoted a Gulf diplomat in Abu Dhabi as saying that the list, which includes 13 names, was sent by Maj. Gen. Ali Mamlouk, who has been charged by a Lebanese military court of involvement along with ex-Information Minister Michel Samaha in a terror plot to destabilize Lebanon.

Former Prime Minister Saad Hariri and Lebanese Forces leader Samir Geagea held a telephone conversation on Friday amid preparations to hold a ceremony marking the eighth anniversary of the assassination of former Premier Rafik Hariri, reported the daily An Nahar on Saturday.

It said that the two officials discussed the latest developments on efforts to reach an agreement over a new parliamentary electoral law.

Progressive Socialist Party leader MP Walid Jumblat's ties with Saudi Arabia are expected to improve after the Druze leader announced on Thursday that he will head to Riyadh soon.

“I think positive news will be revealed concerning this matter soon,” Jumblat said in comments published in As Safir newspaper.

Former Prime Minister Saad Hariri urged on Monday the residents of the Bekaa town of Arsal to cooperate with the Lebanese army for “justice to take its course”, demanding an “end to incitement at the expense of the martyrs”.

"We condemn all attempts taking advantage of the martyrs and of the incident for political gains,” Hariri said in a released statement.

The electoral subcommittee resumed on Monday its meetings to discuss the hybrid draft-law that combines the winner-takes-all and proportional representation systems.

MP Robert Ghanem said after the meeting that various lawmakers made suggestions over the distribution of candidates between the two systems.

The Mustaqbal bloc announced on Monday an electoral draft law based on former Prime Minister Saad Hariri's recent initiative.

“We presented to parliament an electoral draft law that tackles the concerns of Christians over fair representation,” MP Ahmed Fatfat said during a press conference at parliament.
