Lebanon is seeking to establish a joint Lebanese-Syrian committee to deal with the conditions of the Syrian refugees across the country as sharp differences surged between cabinet members on the measures to deal with the situation.

Voice of Lebanon radio (100.5) reported on Friday that Foreign Minister Adnan Mansour discussed with Syrian Ambassador to Lebanon Ali Abdul Karim Ali a proposal to establish the committee that will be tasked with tackling the issue of Syrian refugees.

Syria has slammed as "biased" a United Nations report that called the conflict in the country overtly sectarian, state media said on Friday.

The foreign ministry accused the U.N. of a "lack of professionalism" in producing its report, and said that any sectarian dimensions to the conflict were because of foreign support for "armed groups," state news agency SANA said.

Syrian regime warplanes and troops on Friday blasted away at rebels close to Damascus, the day after a car bomb in a mainly Alawite northern district of the capital killed at least 11 people, a watchdog said.

Fighter-bombers were hitting Duma, northeast of Damascus, and army artillery was shelling the southwestern Daraya neighborhood which the rebels have led against regime assaults for weeks, the Syrian Observatory for Human Rights said.

A car bomb in a north Damascus neighborhood mainly inhabited by members of President Bashar Assad's Alawite minority killed at least 11 people, the Syrian Observatory for Human Rights said Friday.

Two children were among the dead in the attack which occurred late Thursday in the Massaken Barzeh district, the Britain-based watchdog said.

Prime Minister Najib Miqati played down differences between cabinet members on the Syrian refugees in Lebanon saying relief aid to the displaced will continue despite a heated debate on government measures to deal with the situation.

In remarks to As Safir daily published on Friday, Miqati said: “We are responsible towards the refugee issue from its humanitarian and moral aspects.”

Australians who take part in the fighting in Syria face up to 20 years in jail, a spokesman for Foreign Minister Bob Carr said Friday after a Melbourne man was reportedly killed in the conflict.

The spokesman said the government was aware of reports that more than 100 Australians had engaged in the conflict since 2011 but he had "no evidence" of any citizens currently involved.

The Mustaqbal parliamentary bloc on Thursday announced that it will not return to the national dialogue table before the resignation of Prime Minister Najib Miqati's government, calling for a “regional-international conference” that would help Lebanon cope with the influx of refugees from war-torn Syria.

“There is no alternative to dialogue ... but dialogue must be productive and beneficial for the Lebanese, not a media event that Hizbullah would use as a cover to carry on with its scheme that aims to militarily control the state and the country and its institutions,” the bloc said in a statement issued after its weekly meeting.

Slovenia on Thursday recognized Syria's opposition National Coalition forces as the only legitimate representative of the Syrian people.

"Syrian president Bashar Assad has lost all legitimacy to continue governing Syria and the National Coalition has proved to be a relevant and credible partner in discussions with the international community," the government said in a statement.

Free Patriotic Movement leader MP Michel Aoun said on Thursday that the Bkirki meetings that were held between Christian leaders to reach an agreement over a new parliamentary electoral law found that the Orthodox Gathering law offers the best representation, followed by the law based on proportional representation.

He said: “I am ready to accept any electoral law on condition that the president's privileges be restored to what they were before the Taif Accord.”

Hizbullah chief Sayyed Hassan Nasrallah rejected on Thursday a suggestion that the Lebanese-Syrian border be closed due to the state's inability to support the burden of refugees pouring in from the war-torn country.

He said during a televised speech marking 40 days after Ashura: “The border with Syria should not be shut and the refugees, regardless if they support or oppose the Syrian regime, should be hosted in Lebanon.”
