A Turkish court on Friday placed 32 people under arrest ahead of their trial on charges of forgery and belonging to an illegal group over an exam cheating scandal in the civil service.

The Ankara court also ordered the release of 30 others under judicial supervision, after nationwide raids on dozens of suspects in the case earlier this week, Turkish media said.

Turkey's army chief General Necdet Ozel and top commanders have for the first time visited the new location of a historic tomb inside Syrian territory, the military said on Friday.

Army chief of staff Ozel and the land and air forces commanders on Thursday went inside Syria to visit the Turkish soldiers guarding the tomb of Suleyman Shah, grandfather of the Ottoman empire's founder Osman I.

The Turkish parliament on Friday passed a stripped down version of its controversial homeland security bill that has enraged the opposition after a fractious 16-hour debate.

The bill was approved in the early morning after an all-night session by the parliament, where the ruling Justice and Development Party (AKP) holds the majority.

A Turkish court on Thursday sentenced a man to 13 years and nine months in prison for climbing up a flagpole and lowering the Turkish flag last year in the Kurdish-majority southeast, local media reported.

Prosecutors had charged Omer Mutlu with "entering a banned military zone", "membership in an armed terrorist organization" and "publicly humiliating the state's sovereignty symbols."

Britain will begin training Syrian "moderate opposition forces" in Turkey and other regional countries within weeks as part of its efforts to fight Islamic State militants, Defense Secretary Michael Fallon announced on Thursday.

"Defeating ISIL ultimately lies with local forces and we are helping to create effective ground forces in Syria, as well as in Iraq, so they can take the fight to ISIL," Fallon said, using one of the acronyms used to refer to the IS group.

Turkish police say a bomb explosion outside the office of a pro-Islamic magazine in Istanbul has killed one person and injured three others.

Police said Thursday that the device was placed outside the door of the monthly Adimlar magazine, on the third floor of a building, and exploded late Wednesday when the door was opened. Police identified the victim as 45-year-old Unsal Zor, who wrote for Adimlar, a magazine that is close to a Turkish militant Islamic organization.

The Turkish military said it had responded with artillery fire Wednesday to attacks launched by Kurdish rebels against army positions in the Kurdish-majority southeast near the Iraqi border.

In a statement posted on its website, the army said militants from the outlawed Kurdistan Workers' Party (PKK) fired mortar shells at its positions in the Daglica district.

A Turkish court has fined two leading cartoonists after convicting them of insulting President Recep Tayyip Erdogan in a caricature referring to the increasingly tough environment for journalists in the country.

Ozer Aydogan and Bahadir Baruter from the weekly satirical magazine Penguen were each initially sentenced to 11 months in prison by a criminal court in Istanbul on Tuesday.

Al-Mustaqbal movement leader ex-PM Saad Hariri held talks Wednesday in Ankara with Turkish President Recep Tayyip Erdogan on the “dangers” that are threatening the Middle East region and means to strengthen moderation, his press office said.

“The meeting, which lasted nearly an hour and a half, tackled the situation in the Middle East. It also focused on the need to unify efforts to deal with the risks threatening the region and strengthen the moderate majority in the Arab and Muslim worlds,” the office said in a statement.
