regarding the current article, the men who were shot at were smuggling cigarettes, i.e. they were crossing the border conducting illegal activities which means they were not shot in lebanese territory but in syrian one.

even if indeed it would have been better if they had shot the tires, i agree on that, not stopping at an army checkpoint is asking for trouble.
We can't blame the soldiers for doing their work however, we're in dangerous times and they are responsible for finding and stopping arms smugglers & militiamen going crazy. How many recent examples of the solders being shot at have we had? They see a car rushing through they shoot, no time to drink a tea and talk about the weather.
