the speaker is elected by the parliament, just like the PM is, so it's the parliamentary majority which decides.
finally regarding who pays for what i'm not in their pillow talk, so i wouldnt know the details of their arrangements. but i guess it's safe to say that although saudis can finance a significant amount, they wont bet too high on a horse with a broken leg (skiing is a botch ;)) especially if he's not able to match that with a personal contribution. we all saw how he squandered daddy's immense fortune in only a few years, saudis might not necessarily want their money to be wasted the same way.
