Bashar kept asking for negotiations for months until last year. He gave the legitimate protesters what they demanded (end of martial law, release of political prisoners and modifying the constitution to open elections to opposition parties).
the rebels, mercenaries and their ragtag army of murderers, rapists and throat slicers however always refused all negotiations, if they can't get the power they would rather die. bashar is only accommodating their desires.
