there were also pressures against acquiring anti-air missiles etc.. it's not as simple as saying yalla merge HA into the army, the HA men for instance are not full-time fighters, they have jobs and normal lives and only come into action when needed. the way the arsenal is managed is also atypical. for instance nobody inside HA knows the locations of weapons depots, each fighting unit manages and hides its own so that nobody could betray or be tortured into revealing where they are. this would be impossible in the army, there would necessarily be 'official' locations for all missiles, enabling 1 traitor to compromise the entire reserve of missiles...
i'm not saying all this does not make it 'impossible', but rather things are more complicated then you seem to think, and a real defense strategy will not rise overnight, it took 30 years for HA to reach this point, and when we collectively decide to empower the lebanese army, and stand up to pressures, it will also take years.
