You can't 'consolidate' any thing. Just think how many times did the regime enter and leave dou a, daraya, joubar, etc, the refund can't consolidate in areas where demographics are not in his favor I.e 80 percent of Syria, say tyre regime enters qusair, how hard is it for febris to keep harassing it with hit And run?
