شطح في رسالة إلى روحاني لم يستطع تسليمها: يجب سحب حزب الله من سوريا

طلب مستشار رئيس تيار "المستقبل" ووزير المال الأسبق محمد شطح من الرئيس الإيراني حسن روحاني أن يوافق على مسعى إقليمي ودولي بسحب حزب الله من سوريا وتحييد لبنان، وذلك في رسالة كتبها له قبل اغتياله الجمعة الفائت.
وقال شطح في الرسالة المنشورة من قبل صحيفة "وول ستريت جورنال" الأميركية والتي قالت أن شطح لم يتمكن من إرسالها بسبب اغتياله قبل نيل تواقيع مجلس النواب عليها "بالنسبة لنا في لبنان والاختبار الحقيقي هو ما اذا كانت ايران مستعدة حقا لرسم مسار جديد في سياساتها تجاه بقية المنطقة وتحديدا تجاه لبنان" بعد الإتفاق النووي مع الدول الكبرى.
وتابع "إن الحقيقة التي لا جدال فيها أن الحرس الثوري الإيراني لا يزال محافظا على علاقة عسكرية استراتيجية مع حزب الله، وهو المنظمة التي كان للحرس الثوري دور أساسي في تأسيسها قبل 30 عاما".
وذكّر أنه "بعد 13 عاما من تحرير الجنوب من الإحتلال الإسرائيلي حيث لعبت المقاومة دورا حاسما لا يزال حزب الله قوة عسكرية مستقلة مدججة بالسلاح خارج سلطة الدولة بدعم مباشر ورعاية من بلدكم".
وأضاف شطح متوجها إلى روحاني "نحن واثقون من أنكم توافقون أن وجود ميليشيا مسلحة بالتوازي مع القوات الشرعية المسلحة هو ليس فقط تناقضا مع الدستور بل مع أي تعريف لدولة ذات سيادة. هذا هو الحال بغض النظر عن الانتماءات الدينية لهذه الميليشيات غير التابعة للدولة".
كما لفت إلى أن "إصرار حزب الله على الحفاظ على منظمة عسكرية مستقلة، تحت شعار "المقاومة الإسلامية" كان عقبة رئيسية في وجه الجهود الوطنية التي تشتد الحاجة إليها لتعزيز مؤسسات الدولة ووضع حد لإرث الحرب الأهلية حيث انتشرت الأسلحة في جميع أنحاء البلاد". .
ورأى أن "وضع حزب الله أضعف بدون شك الوحدة الوطنية في لبنان وكشف البلاد لتصل لخطوط الصدع الطائفي في المنطقة، وساهم في صعود التطرف الديني والتشدد".
كذلك ذكر شطح ان "حماية حزب الله السافرة لخمسة من أعضائه تم اتهامهم من قبل المحكمة الدولية الخاصة بلبنان في قضية اغتيال الراحل رفيق الحريري قد ضاعف من الشكوك وعدم الثقة".
وعن الوضع الحالي قال شطح "خلال العام الماضي، أدت مشاركة حزب الله المباشرة في الصراع الدائر في سوريا إلى تفاقم الوضع في لبنان إلى حد كبير".
عليه تابع "نحن كممثلين للشعب اللبناني مسؤوليتنا الرئيسية هي حماية لبنان من الخطر الجسيم والنار المشتعلة بجوارنا".
وأردف شطح "في الواقع، فإن الصراع في سوريا ضرب بالفعل العديد من البلدات والقرى على حدودنا وأدى إلى توسع أعمال العنف الإرهابية. كما تعلمون، كانت السفارة الايرانية في بيروت هدفا لتفجير إرهابي يرثى لها كما هو حال المساجد (طرابلس) والمدنيين".
عليه أعلن أن "مكافحة هذه الآفة وحماية لبنان من التداعيات لا يمكن أن تنجح في حين أن حزبا لبنانيا كبيرا يشارك مباشرة في الصراع السوري وهذا يتم بدعم وتنسيق الجمهورية الإسلامية في إيران".
وأكمل شطح رسالته قائلا "لبنان اليوم في أزمة على جميع المستويات. لنكن واضحين، المسكنات لم تعد بعد الآن. نحن بحاجة إلى حماية لبنان من السقوط إلى أسفل منحدر. ونحن نعتقد أن هذا لا يمكن أن يتم إلا إذا القوى الإقليمية والدولية، بما في ذلك إيران، على استعداد لاتخاذ الخطوات اللازمة".
أضاف "وهناك بالفعل علامات إرشادية. وحددت هذه العلامات في إعلان وطني مشترك صدر من قبل جميع الأحزاب السياسية في العام الماضي واطلق عليها اسم إعلان بعبدا.وأكد هذا الإعلان ضرورة حماية لبنان من آثار الحرب السورية وبصورة عامة تحييده عن الصراعات والتحالفات الإقليمية والدولية أولا أما ثانيا استكمال تنفيذ قرار مجلس الأمن 1701".
وبناء على ذلك أعلن شطح أربع نقاط تساهم في تطبيق النقطتين المذكورتين وهي:
1- إلتزام من قبل جميع البلدان بمن فيها إيران لتحييد لبنان على النحو المتفق عليه في إعلان بعبدا. لا يكفي أن يعلن لبنان رغبته بتحييد نفسه بل الأهم من ذلك أن تحترم البلدان هذه الرغبة الوطنية.
2- إنهاء مشاركة كل الجماعات اللبنانية والأحزاب، بمن فيها حزب الله، في النزاع السوري.
3- سيطرة الجيش والقوى الأمنية اللبنانية على الحدود مع سوريا بقرار مدعوم من الأمم المتحدة إذا دعت الحاجة وذلك تحت مندرجات القرار 1701.
4 - الطلب مجلس الأمن الدولي بدء الخطوات اللازمة لاستكمال تنفيذ قرار مجلس الأمن رقم 1701. بالتالي نقل لبنان من وضع "وقف الأعمال العدائية مع اسرائيل" إلى "وقف دائم لإطلاق النار" وفق ترتيبات أمنية للأمم المتحدة ما ينهي انتهاكات الحدود من قبل إسرائيل وإقامة سلطة الأمن كاملة وحصرية من قبل القوات المسلحة اللبنانية في جميع أنحاء البلاد .
وتابع شطح قائلا "قد تكون خارطة الطريق هذه متطرفة كون لبنان لم يشهد سيطرة كاملة وحصرية من قبل الدولة على أراضيه منذ أربعة عقود. ولكن هذه هي الحقوق الطبيعية الأساسية لأي بلد تسعى إلى أن تكون حرة ومستقلة".
وتوجه إلى روحاني بالقول "من واجبنا كممثلين للشعب اللبناني القيام بكل ما في وسعنا لاستعادة تلك الحقوق. دعمنا لسنوات دولة فلسطينية حرة ومستقلة. وأيضا نؤيد إيران كدولة حرة وذات سيادة تقرر مصيرها وأمنها داخل حدودها. ونحن كأمة صغيرة ولكنها فخورة بنفسها لا يمكن أن نطمح لأقل من ذلك".
وختم شطح في رسالته إلى الرئيس الإيراني "هذه هي قضية لبنان. سنفعل كا ما في وسعنا لحشد كل الدعم الذي تحتاجه هذه القضية وتستحقه. في نهاية المطاف سواء نجحنا أم لا سيعتمد الأمر على القرارات التي اتخذت ليس فقط من الشعب اللبناني بل من قبل الآخرين بما في ذلك شخصكم الكريم. هناك كثر يشككون بسياسة إيران في لبنان والمنطقة، نأمل أن تثبت خياراتها في لبنان أنهم على خطأ".
يذكر ان شطح قتل في تفجير استهدف موكبه في وسط بيروت ما أدى إلى مقتله مع سبعة آخرين.

Great open letter, but instead of being addressed to Rouhani, the President of Iran, it should have been addressed to Khamenie. The Ayatollah actually makes the decisions and any decision on Hezbollah is not made by the President, but to the President's Master, the Supreme Leader.
Chatah has spoken the truth in his letter. All that he said is self evident which makes the letter all the more remarkable. In the Middle East, such messages are usually sent with a nail bomb, or so convoluted that no one is sure to whom it is addressed or by whom it was sent. Chatah has shown why direct mail is not done in Lebanon.
