But if Aoun was truly for the government and its institutions today, then he should not accept a militia fighting in a foreign country. The state needs permission and consensus (oh and Jumblatt's approval) to defend its sovereignty, like conducting raids in the lawless ghetto we call Tripoli.

Lebanon should become a confederation. Divide up all the areas by religion (since it already seems that way, why not do it formally?). Let each sect have their own government and have sovereignty over its area. We might as well give Hezbollah their own country, Hariri his own country, and the Christians their own country without having to sell themselves out to Muslims just to stay relevant. Maybe that would bring harmony. And because one religion is in control of each government, maybe just maybe we will see accountability.
