They already tried the unanimous decision formula, and it failed miserably, as Imbassil vetoed Harb's decrees, and Harb retaliated by vetoing the FPM decrees.

The FPM will play nice for the first meeting to show that "see, this works", and then bam! Next meeting, they will refuse to discuss anything, unless the military appointments are tackled.
