شهيب يؤكد أن خطة النفايات وضعت بطريقة "علمية وبيئية": في النهاية على الدولة ان تجد حلا

شرح وزير الزراعة أكرم شهيب الذي يترأس حاليا لجنة معالجة أزمة النفايات الخطة التي تم التوصل اليها من اجل التخلص من كارثة وطنية بدات مع اقفال مطمر الناعمة في تموز، مشددا على انها وضعت بطريقة "علمية وبيئية"، وقال "في النهاية على الدولة ان تجد حلا".
وأوضح شهيب في حديث الى صحيفة "النهار" الجمعة أن "الخطة وضعها فريق من الفنيين والبيئيين بعيداً من المحاصصة، وهي تبدأ من التخفيف من النفايات، والفرز من المصدر، وتأهيل البلديات لتأهيل مجتمعها والشروع في حلّ كل منطقة خدماتية على حدة مع منح البلديات الحق في الإشراف ومنحها حقوقها المالية".
ولفت إلى أن "التمديد لسوكلين تم بحكم اضطرارنا الى تسيير المرفق"، شارحا أن "الدخول في مناقصات لن يأتي بنتيجة قبل خمسة أشهر، وبالتالي كان التمديد ضروريا".
وتابع "لكننا لم نمدد إلا لعقود الكنس والجمع والنقل، وسيضع مجلس الإنماء والإعمار عقوداً جديدة لأن على "سوكلين" وفق الخطة الجديدة أن تتوجه إلى مناطق مفترضة في عكار والحدود اللبنانية – السورية بدل التوجه إلى المناطق السابقة، وسنلغي عقدي المعالجة والفرز لأن المشغل الجديد سيقوم بها وسيعود الناتج منها الى البلديات، علماً أن هذا الناتج كان يذهب في السابق إلى سوكلين".
وقال "إلغاء عقدي المعالجة والفرز سيوفّر على الدولة 300 مليون دولار أميركي في السنة".
وطمأن شهيب أن"الخطة الجديدة تقتصر على 18 شهراً فقط"، معتبرا انها "مرحلة كافية لدخول الشركات في المناقصة بعد شهرين ولتتمكن الشركات الفائزة من تحضير منشآنها، وفي المقابل تكون البلديات قد أصبحت جاهزة كذلك".
وعن مشكلة الشارع الرافض للخطة قال شهيب "في النهاية على الدولة أن تجد حلاً، وضعنا هذه الخطة بطريقة بيئية وعلمية في أسرع وقت وأقل كلفة، وعرضناها على الجمعيات واتحادات البلديات، وسوف نناقش مضامينها مع كل الجهات المعارضة".
وعما إذا كانت النفايات سترفع من الشارع صرح لـ"النهار" أيضا "لا يمكنني أن أعد الناس بشيء، فهذه عملية تكاملية"، مشددت على ان "مطمر الناعمة لن يفتح ساعة واحدة ما لم تفتح المطامر الأخرى أبوابها".
وقال "على الجميع أن يشاركوا في الحل كي ننجح، ولا يمكن أحداً أن يحمل الحمل وحده".
واثر خطة شهيب انطلقت صيحات الاحتجاج من الشارع، إذ أصدرت بلدية الناعمة أمس الخميس بيانا أعلنت فيه "رفض التمديد وان لساعة واحدة"، اعتصمت "حملة إقفال مطمر الناعمة" وناشطون بيئيون ورجال دين أمام مدخل المطمر، كما وشارك في الإعتصام رئيس بلدية الناعمة – حارة الناعمة أمين فخر الدين الذي قال "إن السبعة ايام لا تحل المشكلة وقد اعتدنا وعود المسؤولين وخططهم التي تبدأ لفترة وتبقى سنوات".
في هذا الاطار ، قالت مصادر وزارية لصحيفة "الجمهورية" إنّ إرادة تطبيق خطة النفايات موجودة، والحكومة اتّخَذت القرار بتنفيذها، وعليها أن تحسم أمرَها على رغم كلّ الأصوات المعترضة".
وأصافت "إما أن تسير في تطبيق الخطة كاملةً لمصلحة بيروت ولبنان وإلّا فلتستقِل".
واستبعدت المصادر أن تؤثّر الاحتجاجات على مسار الخطة كونها تتمتّع بغطاء سياسي وفّرَته كلّ القوى السياسية،لافتة الى أن "مجموعة شبابية أو هيئات أو بلديات لا يمكنها عرقلتَها لمجرّد العرقلة والتحرّك تحت تأثير "فوبيا النفايات" من دون الاطّلاع على المعالجات العِلمية والتقنية والبيئية لطمرِها.
وأكّدت أنّ على الجميع تحَمُّل المسؤولية والتعاطي مع هذه الأزمة من منظار وطنيّ".

When your government cannot do some thing as basic as providing 24/24 electricity without screwing everything up due to corruption, theft and stupidity it is clear that your government has to be toppled . Maybe the foreign benefactors of certain politicians can give them amnesty abroad . Aoun could go to France again for instance, Nassrallah already has amnesty in some of Iran's finest religious schools. Anyway don't worry about them , they will do just fine. Young people and activists will have to bleed. You are lucky that you don't have a military state within a state like Iran and North Korea so you can depose your government without having a military dictator take over but Israel will attack Hezbollah and send you back to the Stone Age when people didn't have electricity back then. Huumm,.., you really are between a rock and a very hard place.

Dear ministers and PM's I have a quick solution regarding trash crisis. Ship it to the countries that previously offered to take it @ approximately 80$ a ton as a short term solution and after that you can work on a long term solution. This way we are not poisoning our land and water resources and we are sending the garbage away from Lebanon. I know it cuts into the commissions and rampant corruption, but for once take a decision that is for the benefit of the people and not Swiss bank accounts.

Dear Ministers and MP's I have another solution regarding electricity, let the owner of zahle electricity run EDL for a period of one year and see if he can provide electricity 24/7 as he said he can at a fraction of the cost. I know it cuts into the commissions and rampant corruption, but for once take a decision that benefits the Lebanese people and not the Swiss bank accounts. The Swiss after all don't need us, they don't have garbage in their streets or rolling blackouts.

Dear Bassil :)renewable energy is no small word, the technology is still not cost effective and in its infancy, and countries with 24/7 electricity and massive economies cannot achieve more than 10 to 12 % renewable energy. I suggest we get 24/7 first make it productive and then focus on renewable energy with the profits made, at the moment we are focusing on running up and down the stairs to reset the switch everytime we go over 5 ampers. :(

I know that to the ruling class I sound like an alien from outer space that recently landed in lebanon, but I belong to the 90% that doesn't own dual generators when there is a power cut to power up my palaces, I don't have the luxury of sending my kids abroad either so security and infrastructure and mounting bills are a concern, plus the fact that I am paying for these side perks such as palaces and dual generators. Kindly step aside gentlemen it is time for the young educated generation to take over.

The article says, "In the End, Government Must Find Solution". This is the whole problem, from the beginning the government should have found solutions a very long time ago. Mr. Shehayeb has moved matters because he knows what he saw taking shape in the streets, and it won't go anytime soon, until this country is turned upside down, till everyone of these crooks leaves power, it's a lot more than the trash issue, it's about a clique that was sharing everything in this country and by this I mean M8 and M14, honesty is a word that doesn't exist in their book of rules.
