الكونغرس الاميركي يقر عقوبات على المصارف التي تتعامل مع حزب الله

أقر الكونغرس الاميركي الاربعاء بالاجماع قانونا يفرض عقوبات على المصارف التي تتعامل مع حزب الله الذي تعتبره الولايات المتحدة منذ 1995 "منظمة ارهابية".
واقر مجلس النواب القانون باجماع 422 عضوا على غرار ما فعل مجلس الشيوخ في السابع عشر من تشرين الثاني. ويفترض ان يرسل النص الى البيت الابيض ليوقعه الرئيس باراك اوباما.
واستهدف النواب قناة "المنار" ايضا عبر العمل على قطع تعاملها مع مشغلي الاقمار الصناعية التي تبث برامجها.
واكد مسؤول كبير في البيت الابيض لوكالة "فرانس برس" ان الرئيس اوباما سيوقع القانون، لافتا الى ان الادارة عملت مع الكونغرس لسنوات "لتكثيف الضغط على منظمة حزب الله الارهابية".
ويفرض القانون على الرئيس الاميركي وضع قواعد لمعاقبة المؤسسات المالية التي تعقد صفقات مع حزب الله او تقوم بتبييض اموال لمصلحته.
كما يطلب من الادارة الاميركية ان تقدم الى الكونغرس سلسلة تقارير تكشف عن نشاط الحزب في "تهريب المخدرات والجريمة العابرة للحدود وعمليات مجموعات دولية مرتبطة بحزب الله" خصوصا في اميركا اللاتينية وافريقيا جنوب الصحراء وآسيا، بحسب النص.
وسيكون على الرئيس اوباما ان يقدم بعد 120 يوما اي بحلول نيسان هذه التقارير.
وستعد الادارة الاميركية لائحة بالدول التي تدعم حزب الله او تلك التي يقيم فيها قاعدة لوجستية اساسية.
وقال خبير في التشريع في الكونغرس لوكالة فرانس برس انه "كان على حزب الله اقامة شبكة واسعة لان معظم المصارف اللبنانية لم ترغب في العمل معه".
من جهتها، قالت الجمهورية جاكي والورسكي العضو في الكونغرس "لا شك ان حزب الله اقوى اليوم اكثر من اي وقت مضى". ووصفت الحزب بانه عدو خطير على اسرائيل قام بتكديس اكثر من 150 الف صاروخ وقذيفة.
وتتهم وزارة الخارجية الاميركية حزب الله ايضا بدعم نظام الرئيس السوري بشار الاسد في سوريا.
وادرجت الولايات المتحدة حزب الله منذ 1995 على لائحة "المنظمات الارهابية" وتتهمه بلائحة طويلة من الهجمات من بينها السفارة الاميركية ومقر قيادة مشاة البحرية (المارينز) في لبنان في 1983.
وقال الرئيس الديموقراطي للجنة الشؤون الخارجية اليوت انجيل ان هدف حزب الله هو "تقويض الاستقلال السياسي للبنان ودعم الاهداف الخطيرة لايران".
واضاف "نحتاج الى ان نستبق ذلك".
وتابع انجيل ان حزب الله "تحول الى منظمة ارهابية متطورة ومعقدة ونحتاج الى رد مناسب لمواجهة هذا التحدي".
وقال السناتور ماركو روبيو المرشح الجمهوري للرئاسة الاميركية في 2016 ورعى صيغة النص في مجلس الشيوخ انه من الضروري ان تقوم الادارة الاميركية ب"تطبيق العقوبات فورا من اجل لجم عنف حزب الله".
واضاف ان "اميركا وحلفاءنا في الشرق الاوسط سيكونون اكثر أمانا عندما نتخذ هذه الخطوات لاضعاف حزب الله وبالتالي اضعاف قادته الايرانيين".
ورحبت لجنة الشؤون العامة الاميركية الاسرائيلية (ايباك) اللوبي المؤيد لاسرائيل الذي يتخذ من واشنطن مقرا له، بالقانون مؤكدة انه يؤمن "اداة مهمة ضد العدوان الايراني في المنطقة".
يشار أيضا الى ان السعودية كانت أعلنت نهاية الشهر الماضي فرض عقوبات على 12 شخصا ومؤسسة قالت انهم يعملون "لصالح حزب الله" وبينهم قياديون، داعية الى عدم "السكوت" عن الحزب طالما يشن "هجمات ارهابية".
