تنتظر المصارف اللبنانية لائحة عقوبات أميركية جديدة على حسابات أشخاص من حزب الله ومؤسسات تابعة له، على غرار اللائحة السابقة التي أشعلت فتيل التوتر بين الحزب وحاكم مصرف لبنان رياض سلامة.
وذكرت مصادر قريبة من حاكم مصرف لبنان رياض سلامة، ومصادر أمنية محسوبة على فريق 14 آذار، بحسب صحيفة "الاخبار" أن "السلطات الأميركية في صدد الإعداد لإصدار لائحة جديدة من الأشخاص والمؤسسات المشمولين بالعقوبات المفروضة على حزب الله".
ولفتت المصادر أن هذه اللائحة "لن تسبب في أي تعقيد للمشهد السياسي العام، وخاصة للعلاقة بين حزب الله وحاكم مصرف لبنان، بعدما انتظمت كافة المصارف في تطبيق الآلية التي لا تتيح توسيع الإجراءات العقابية، لتشمل أشخاصاً ومؤسسات غير مشمولين بالعقوبات".
وذكرت تقارير من فترة ان حزب الله بعث رسالة "إيجابية" إلى سلامة، بعدما ساهم الأخير في لجم بعض المصارف التي ذهبت بعيداً في تطبيق قانون العقوبات الأميركية على الحزب.
وكان التوتر بين سلامة وحزب الله بلغ ذروته على خلفية تصريحات الاخير وطريقة تطبيق القانون الاميركي من قبل بعض المصارف اللبنانية التي وبحسب تقارير استهدفت أشخاصا لم ترد أسماؤهم على اللوائح التي أصدرتها السلطات في واشنطن.
وازداد التوتر بين الحزب و سلامة بعد تصريح الاخير لشبكة "سي أن بي سي" في الثامن من حزيران الفائت، حيث قال "لا نريد أن يكون بضعة لبنانيين السبب في تسميم صورة لبنان وتشويهها في الأسواق المالية".
واتهم حزب الله على لسان نواب كتلة "الوفاء للمقاومة"، حاكم مصرف لبنان بالانصياع لواشنطن. وقالت الكتلة في بيانها "القانون الاميركي الذي صدر أخيرا وتلتزم المصارف اللبنانية العمل بموجب أحكامه، هو قانون مرفوض جملة وتفصيلا لأنه يؤسس لحرب إلغاء محلية يسهم في تأجيجها المصرف المركزي وعدد من المصارف".
واعتبر الحزب حينها أن التعاميم التي أصدرها سلامة "انصياع غير مبرر لسلطات الانتداب الاميركي النقدي على بلادنا، ومن شأنها أن تزيد تفاقم الأزمة النقدية وتدفع البلاد نحو الافلاس بسبب ما سينتج من قطيعة واسعة بين اللبنانيين والمصارف".
وكان سلامة أصدر تعميما في 3 ايار يدعو المصارف والمؤسسات المالية و"سائر المؤسسات الخاضعة لرقابة مصرف لبنان" الى ان "تقوم على كامل مسؤوليتها بتنفيذ عملياتها بما يتناسب مع مضمون القانون الاميركي".
واقر الكونغرس الاميركي في 17 كانون الاول قانونا يفرض عقوبات على المصارف التي تتعامل مع حزب الله.
وعملت بعض المصارف الى إقفال حسابات جمعيات تمول مدارس ومستشفيات تابعو لحزب الله، ولفتت بعض التقارير الى أن بعذ هذه المصارف ذهبت بعيدا في إجراءاتها فما كان لسلامة الا أن طلب منها إصدار تقارير لمصرف لبنان قبل تنفيذ الاجراءات.
وفي خضم هذا التوتر، وقع تفجير استهدف الفرع الرئيسي لبنك "لبنان والمهجر" في فردان الذي يعتبر من اكثر المصارف التي التزمت بالتعميم الصادر عن المصرف المركزي.
وربطت بعض الصحف حينها بين التفجير والتوتر بين المصارف وحزب الله.

When you use the USD that means you are working within their banking system. Their currency, their laws.

georgeskyp reiterate you broken record as much as you want, nothing nowhere says that using a currency makes you have to obey those who print it. plus, the only ones profiting from the world using USD are the US themselves, not using USD anymore would harm the US and no one else.

@mowaten, I will have to treat you like an idiot since it seems you don't understand basic banking laws and feel its necessary to be rude.
You said "nothing nowhere says that using a currency makes you have to obey those who print it" except of course you have to obey their laws as whenever you transfer USD it goes through a US bank for clearance. Even If transfer USD within Lebanon from bank to bank it has to go via New York corresponding bank.
Now stop talking like a child and educate yourself.

It's really not that complicated. The U.S. considers Hezbollah an enemy and is telling banks all over the world "you can't do business with us if you do business with our enemies. Your choice".
The Lebanese business banks who choose to stop doing business with HA risk receiving a pretty "loud" protest note from the latter.
It might be more practical for HA to move all its accounts to Tehran. It's good to keep money close to its source. Faster transfer time -;)
