الامم المتحدة تطالب لبنان بتنفيذ مقررات الحوار الوطني وتحذر من خطابات نصرالله

أصدر الأمين العام للأمم المتحدة أنطونيو غوتيرس التقرير الدوري عن تنفيذ قرار 1701 الذي دعا فيه رئيس الجمهورية ميشال عون الى إعادة عقد الحوار الوطني لتوجيه اعداد استراتيجية دفاعية.
وندّد غوتيرس بحسب صحيفة "النهار" بالتصريحات الأخيرة التي أدلى بها الأمين العام لـ"حزب الله" السيد حسن نصرالله ضد اسرائيل، رافضاً تبريرات "الردع" التي "تزيد خطر التوتر (و)يمكن أن تؤدي الى تجدد الحرب".
وشجع غوتيرس رئيس الجمهورية على العودة الى الحوار الوطني توصلاً الى استراتيجية دفاعية تنزع بموجبها أسلحة "حزب الله" وغيره من الجماعات المسلحة.
وأورد التقرير الدوري الذي يتألف من ٩١ فقرة في ١٧ صفحة والذي تعده المنسقة الخاصة للأمم المتحدة في لبنان سيغريد كاغ تقويماً شاملاً لتنفيذ قرار مجلس الأمن ١٧٠١، وهو الأول لغوتيريس منذ تولى مهماته في الأول من كانون الثاني الماضي.
وقد رحب غوتيريس بـ"التقدم المؤسسي والسياسي" الذي أحرز خلال الأشهر الأخيرة، معتبراً أن هذا "يمثل فرصة لمواصلة تعزيز سلطة الدولة اللبنانية وتوسيعها".
وأضاف في خلاصات تقريره أن "احتفاظ حزب الله وغيره من الجماعات بالأسلحة يقوض سلطة الدولة ويتعارض مع واجبات البلاد في ظل القرارين ١٥٥٩ و١٧٠١"، منددا بـ"التهديد الذي اطلقه الأمين العام لحزب الله نصر الله ضد اسرائيل في ١٦ شباط، والذي لا يمكن تبريره بغاية الردع المعلنة".
كما لفت الى أن "التهديدات الخطابية باستخدام القوة من أي من الطرفين تزعزع الهدوء والإستقرار النسبيين السائدين بينهما". وطالب كل الأطراف بـ"الإمتناع عن تهديدات كهذه، لأنها تزيد خطر التوتر أو إساءة الحساب، مما يمكن أن يؤدي الى تجدد الحرب".
وقال إنه بناء على البيان الوزاري في ٢٨ كانون الأول ٢٠١٦ "من المهم أن يبرهن لبنان باستمرار عن التزامه الأصيل للقرار ١٧٠١ وغيره من القرارات ذات الصلة"، ومنها امتثاله لـ"نزع أسلحة كل الجماعات المسلحة".
وشجع الأمين العام غوتيريس الرئيس عون على "إعادة عقد الحوار الوطني لتوجيه اعداد استراتيجية دفاع وطني تتعامل مع الإحتفاظ بالأسلحة خارج سيطرة الدولة وعناصر أخرى ذات صلة من القرار ١٧٠١"، مشدداً على أنه "من المهم أيضاً تنفيذ المقررات السابقة للحوار الوطني، وتحديداً تلك المتعلقة بنزع سلاح الجماعات غير اللبنانية وتفكيك القواعد العسكرية للجبهة الشعبية لتحرير فلسطين - القيادة العامة وفتح الإنتفاضة".
وتحدث التقرير عن "الإنتهاكات الخطيرة" بين الحين والآخر على طول الخط الأزرق، وأشاد بعمل الآلية الثلاثية بين القوة الموقتة للأمم المتحدة في لبنان "اليونيفيل" والقوات المسلحة اللبنانية والجيش الإسرائيلي، مؤكداً أن "أي انتهاك متعمد للخط الأزرق، وخصوصاً من عاملين في قوات مسلحة، أمر مرفوض".
وعبر عن "قلق جدي من الإنتهاكات الجوية شبه اليومية للقوة الجوية الإسرائيلية للأجواء اللبنانية".
كما أبدى قلقاً من استمرار احتلال شمال الغجر ومنطقة محاذية لها، وطالب اسرائيل بوقف انتهاكاتها. وخلص الى أنه "من الحاسم لاستقرار لبنان وأمنه أن تبقى البلاد ملتزمة سياسة النأي بالنفس، بما يتفق مع التزامها بيان بعبدا".
ودعا القيادات اللبنانية الى المضي في اجراء الإنتخابات النيابية في مواعيدها، مرحباً بالتزامهم، بمن فيهم رئيس مجلس النواب نبيه بري ورئيس الوزراء سعد الحريري، تقديم "كوتا نسائية" لتمثيل المرأة بصورة عادلة في مجلس النواب.
ومن المقرر ان يبدأ الرئيس عون زيارته الرسمية الاولى للفاتيكان في 15 آذار الجاري للقاء البابا فرنسيس في اليوم التالي، كما يلتقي عدداً من كبار المسؤولين في الفاتيكان.
