بري يصف قضية المياومين بالـ"عملية الانتخابية" ويكشف معلومات عن اتجاه لبنان الى "فيدرالية سويسرية"

قال رئيس مجلس النواب نبيه بري أن ما يمكن استخلاصه من قضية مياومي كهرباء لبنان هو انها "عملية انتخابية لاستعادة استعطاف مسيحي في غير محله"، كاشفاً معلومات غير مؤكدة، مفادها أن "لبنان يتجه الى فيدرالية سويسرية، وعلى القوى السياسية اللبنانية كافة الا تعارض هذا المشروع لأن معارضته ستهز استقرار البلد".

واوضح في حديث الى صحيفة "الاخبار"، أنه طلب منه التدخل "في موضوع المياومين لحله، حتى من نواب في كتلة التغيير والإصلاح. وتدخلت، لكنهم لم يحاوروا المياومين".

وأردف أن "ما حدث في جلسة مجلس النواب بخصوص المياومين، صار معروفاً. منحت (وزير الطاقة جبران) باسيل الكلام أكثر من ثلاثة أرباع الساعة ليشرح موقفه.

جرى التصويت، ثم حصل ما حصل. يوم التصويت، كان يفترض أن يكون نائب القوات اللبنانية أنطوان زهرا بجانبي على المنصة. نظرت إليه فلم أجده، فقلت لنفسي: هيدي هيّي".

وعن الاستنتاج السياسي من قضية المياومين، قال بري للصحيفة، "أكتب التالي بثقة: قضية المياومين هي عملية انتخابية لاستعادة استعطاف مسيحي في غير محله".

ويعتصم مياومو كهرباء لبنان منذ حوالي الثلاثة اشهر مطالبين باقرار تثبيتهم ودفع رواتبهم. واقر مجلس النواب مطلع تموز، قرار تثبيت مياومي كهرباء لبنان، الامر الذي ادى الى مقاطعة الجلسات التشريعية من قبل الكتل المسيحية، التي رأت ان هذا القرار لا ينصف المسيحيين المتواجدين بأعداد قليلة داخل كهرباء لبنان.

من جانب آخر، كشف بري عبر "الاخبار"، معلومات غير مؤكدة، مفادها أن "رئيس دولة أوروبية، أبلغ جهة لبنانية قبل نحو 15 يوماً، ما حرفيته: لبنان يتجه الى فيدرالية سويسرية، وعلى القوى السياسية اللبنانية كافة أن تتمتع بالتعقل، ولا تعارض هذا المشروع لأن معارضته ستهز استقرار لبنان".

وتابع "لأن الأخطار بهذا الحجم، أفرغ معظم وقتي في هذه المرحلة للعب دور المبادر للتهدئة ولفت الأنظار الى المخاطر الكبرى، وإلى أن الحرائق تنتشر بسرعة، والحكمة تقضي بإخمادها في مهدها".

وأكد رئيس مجلس النواب، عبر "الاخبار"، أنه ورئيس الجمهورية ميشال سليمان مع النسبية في قانون الانتخابات، قائلاً "أنا رائد النسبية، وموافق عليها حتى على أساس لبنان دائرة انتخابية واحدة".

الى ذلك، نقلت صحيفة "النهار" عن اوساط بري أنه "يرى ان أكثرية الجهات الممثلة في الحكومة تريد أن ترفع عن نفسها مسؤولية قانون الانتخاب وقذفها الى مجلس النواب".

وردت على نشاط قوى 14 آذار وتحضيراتها للانتخابات النيابية المقبلة بقولها: "عافاهم"، متسائلة "عما تفعل الاكثرية حتى الآن في مواجهة هذا الاستحقاق؟".

ونعت أوساط عين التينة عبر "النهار"، الاكثرية التي تضم اطراف الحكومة، قائلة إن هذه الاكثرية "لم تعد موجودة" بل هي "مقاطعات". وسألت: “ماذا فعلت حتى الآن ولماذا هذا التباطؤ الحاصل؟".

وفي ما خص جديد المعلومات عن اغتياله، أفادت صحيفة "الاخبار" أن بري وأثناء الحديث معه، أخرج قصاصة ورق صغيرة من جيبه ووقرأ "اتصل "أ. ج." بـ"م. م." وطلب منه أخباراً جديدة عما وصلت إليه جهود مجموعته لاغتيال بري. قال له الأخير "المهم أن تتابعوا الجهد وتنفذوا العملية".

واشار بري الى أن هذه المعلومات تأتي في سياق متصل حول اغتيالي، واغتيال قائد الجيش العماد جان قهوجي، مضيفاً "الرجل الذي يريد اغتيالي، بحسب ما يرد عنه في المعلومات، ربما يحمل اسماً مموهاً. ثمة من يريد أن يرمي عود ثقاب مشتعلاً، فوق أرض قابلة للاشتعال".

وعن الوضع في الشمال، قال بري لـ"الاخبار" أنه "عندما اشتعلت الدنيا في طرابلس، اتصل بي مرجع طرابلسي وإسلامي كبير، وقال لي: وأنا أكلمك، تسقط، كل دقيقة، قذيفة على المدينة. وطلب مني التدخل لنوقف هذه المأساة. كانت الساعة الواحدة ليلاً".

"فوراً اتصلت بمسؤول الحرس، وانطلقت معه وحده الى بيروت. وصلت حوالى الساعة الثالثة فجراً. أيقظت البلد كله. ووفّقنا الى وقف القصف وإطلاق النار في السادسة"، وفق بري.

تابع أنه بعد ذلك، "هاتفني صديق سياسي من طرابلس محبّب الى قلبي. قال لي: هل تظن أنك نجحت في وقف القتال؟ سألته بقلق: ألم يتوقف القصف منذ الصباح؟ أجاب: بلى، لكن هل تظن أنك نجحت بوقف دائم للقتال؟ حتى تنجح مساعيك بشكل دائم، يجب أن تفرض وقف النار، لا على المسلحين فقط، بل على الذين فوق".

this explains what is going on these days, all of hizbushaitan and fpm actions:
- why hizbushaitan are training fpm: for them to take control of Christian regions by force.
- cabinet: push inactivity to the extreme to show a failed state and make the federation as a de facto situation.
- army and security forces: push the people to refuse them as agents to the syrian regime.
- ....
federation might be the outcome, but not without a major civil war to demarcate the federations.
is this what we want?

there is no resistance against federatin actually, rather the demarcation points of each federation are the issues and who will control each.
this cannot be achieved peacefully in Lebanon unfortunately, especially with hizbushaitan spreading its medium range missiles in Christian regions which they need to control either directly or by proxy.

That still would not explain how one would implemenent "federal" (i.e. soverign decisions). Who decides to go to war? Canton #3?? What happens to Cantons #2 and #1 in case of an Israeli attack? Where is electricity produced and distributed? In Canton #2? How would revenues be collected? What if Canton #2's residents refuse to pay? You end-up with 3 power generating plants; can you imagine the amortization costs? Come on guys, the coutnry is too small for further break-up, economies of scale would automatically mean that we would be swalled-up by our neighbors...

All we need is a classical system of an independent judiciary and the simple enforcement of law across the board.

each canton would be responsible by himself if he provokes another country.
While all canton would help each other is one is attacked without provocation from another country.
Each canton runs his own electricity production and distribution, and can sell to other cantons.
zouk power plant is not even enough for christian region. economies of scale is not an issue.

Abu Roger,

Each Federation would elect its own "government" to handle local matters such as public projects, power, water, education, health care, commerce, drinking age, internal police force, fire department, taxes, etc.

There would a "federal Parliment" with representatives from every federation to handle matters at the federal level such as foreign policy & embassies, army, federal police, exterior borders, federal projects, initially airports and ports until the federations build their own, setting minimum standards and regulations, etc.

The only way for this system to work is that Lebanon MUST remain NEUTRAL!

Many details would have to be worked out but it is the best solution for Lebanon. If people in Nabatieh want to ban liquor and people in Hamra want to walk naked down the street then who cares!The big issue is how to handle people migrating from one federation to another! there should a very simple process based on residency requirements and not act of God!

One important aspect for this to work is that the federation will only have "light weapons" only for internal security purposes, and the army would be the only entity in the country with the missiles and tanks.

That is one of the reasons that HA is against it. Also, HA knows normal people want to live normal lives, and they would stand to lose most of their population from the south who are sick and tired of the "resistance", and would rather go out drinking and gambling!!!

Demarcation points for this federation (which is the best thing for Lebanon) should take into consideration the areas forcibly occupied after the civil wars in the mountain (Al-Jabal) and what is now Dahieh and return it to their rightful owners. The other best thing for Lebanon is to include Lebanese diaspora, even people of Lebanese descent if they want to, in the Lebanese political and social life.

I hope that this is seriously being considered. We're going to end up with some enclaves (say Kobeiyat) but some solution could be worked out. I think that this might bring back many of the Christians that we lost to immigration.

Let the wilayat el fakih and it subordonnates (FPM, Marada, SSNP and the baath representent) be in the 3rd federation and join their terrorist al quds, fight israel for generation and generation and do what they please. True FT. A federation means joint foreign policy and joined defense, and even federal tax and so forth. If we don't want to have ANYTHING to do with the Muslims, then we have have to go with outright partition Balkan or India-style. That would surely involve massive relocation of people.
I advocate a federation with strong autonomy for the cantons and a relatively weak central government, all based on a robust constitution.
