باسيل عزا تأجيل تسليم أول باخرتين لتوليد الكهرباء الى "عدم سداد الحكومة الثمن"

أثار اعلان وزير الطاقة والمياه جبران باسيل من باريس السبت، تأجيل تسليم اول باخرتين لتوليد الكهرباء في لبنان ضجة واسعة، وذلك " عدم سداد الحكومة ثمن الباخرتين"، بحسب ما افاد باسيل.

وأشارت صحيفة "النهار" في عددها الصادر الأحد، ان "باسيل أعلن من باريس السبت، تأجيل تسليم اول باخرتين لتوليد الكهرباء في لبنان ما أثار ضجة واسعة حول أبعاد هذا التطور الذي اعاد الى الواجهة ما سبق ان اثير عن وضع الشركة التركية قبيل حصول عملية التلزيم".

ولفتت الصحيفة عينها الى أن "باسيل عزا التأخير الى عدم سداد الحكومة ثمن الباخرتين"، مضيفة أنه "بموجب عقد مدته ثلاث سنوات جرى توقيعه في تموز الماضي كان من المفترض ان تسلم شركة كارادينيز التركية الباخرة الاولى في 11 تشرين الثاني الجاري".

وإذ أكد باسيل انه "لم يتم سداد الثمن حتى الآن"، أعرب عن أمله "في السداد في اسرع وقت، عازياً التأخير الى اسباب ادارية".

ولفتت "النهار" الى أن رئيس لجنة الاشغال العامة والنقل النائب محمد قباني شكك في كلام باسيل، معتبراً انه "يعمل بشكل غير علمي وقد رفض الاستعانة بالصناديق المقرضة لتأمين مستحقات البواخر حيث تقدم الصناديق الاموال بفائدة ميسرة وفترة سداد طويلة تؤمن الشفافية، ولذا رفضها لغاية في نفس جبران".

وأشار قباني الى أن "هذه المناقصة فشلت ويجب العودة الى التلزيم من جديد".

وكان باسيل قد وقع في تموز الفائت، عقد إستقدام البواخر إلى لبنان مع شركة "كارادينيز التركية" على أن "تصل ضمن العقد أول باخرة بعد 120 يوما والباخرة الثانية بعد 180 يوما".

وكان قد وافق مجلس الوزراء في آذار الماضي على استئجار البواخر لتأمين الطاقة بحوالى 700 ميغاوات لمهلة اقصاها ثلاث سنوات، وعلى الاسراع في تنفيذ معامل 1500 ميغاوات وفق ورقة سياسة قطاع الكهرباء وانجاز كل ما يلزم من ناحية الدراسات ودفاتر الشروط وشبكة النقل، والعمل على تأمين التمويل اللازم واتخاذ الخطوات لتسهيل مشاركة القطاع الخاص.

وشرح باسيل آنذاك أن "العقد هو على فترة ثلاث سنوات ونأمل أن تمكننا هذه الطاقة من إستبدال الكهرباء التي ستنقص نتيجة تأهيل معملي الذوق والجية، والمناقصة ستتم في آخر شهر تموز الحالي، وبالتالي لم يكن هناك من إمكانية للقيام بعملية التأهيل من دون تأمين البواخر".

يشار إلى أن لبنان بحاجة إلى 2300 ميغاوات من الطاقة في حين لا يتوفر أكثر من 1500.

"Lebanon’s daily energy need is 2,300 megawatts, while its current power plants only provide it with 1,500."
So 1,500 + the 700 from the ships if/when they arrive is 2,200, still 100 short and certainly leaving no room for play if something goes wrong with a single generator, or there is an upsurge in use.
Something sees wrong somewhere.

If Lebanon needs 2300 MW and can only produce 1500 MW it must mean that there are power cuts all the time.

Many countries now are getting private companies and even individuals to use solar panels to produce energy with the surplus to their own usage being sold to the National Grid (Electricity Corp. or whatever). Lebanon being a Middle East Country with plenty of sunshine should be perfect for this type of joint venture.

He may not be a thief, but he has demonstrated himself as incompetent. If there is a problem, he should be addressing a way to fix it, not blame others. He is supposed to be the ENERGY minister--get the job done, or resign and get someone in there who can do the job.

The root of the problem is that electricity is being underbilled. Even at 220LL per kw, it is too cheap. So EDL produces less electricity to loose less.
Generators' cost of electricity is about 800LL per KW. EDL should increase its rates to 800LL per KW, Electricity usage would be less and less rationing. those generator theives would get less money.

The true problem if I may, is that almost 20% of the bills are not payed for, and almost 30% of the electricity is not even billed!
Sorry, no time to dig for the source but that was in a French survey (I posted a link months ago) that was done years ago... sceptics can google it (it's a very long and detaild report).

There cannot and will not EVER be a viable power option whether it is Solar, Nuclear, Gas until EVERYONE pays their power bills.

No independant company would ever accept buying the Lebanese power sector in part or in whole because of this problem.
