مشاورات بين الاقطاب المسيحية للتوصل الى اتفاق موحّد حول "اتفاق روما"

تجري الاقطاب المسيحية الاربعة، مشاورات في ما بينها، من اجل التوصل الى موقف موحّد، عشية الاجتماع المتوقع عقده في بكركي للاطلاع على "اتفاق روما" الذي تم بين البطريرك الماروني الكاردينال مار بشارة بطرس الراعي ورئيسي مجلس النواب نبيه بري والحكومة نجيب ميقاتي.
ووفق ما افادت صحيفة "الجمهورية"، الخميس، فإن رؤساء "حزب الكتائب" أمين الجميّل، و"تكتل التغيير والإصلاح" النائب ميشال عون، و"حزب القوات اللبنانية" سمير جعجع، وتيار "المردة" النائب سليمان فرنجية، يجرون مشاورات في محاولة للتوصل الى اتخاذ موقف موحّد حول "اتفاق روما".
وكشفت الصحيفة ان الراعي دعا الرؤساء الاربعة، الى اجتماع يُعقد في بكركي الجمعة. واشارت الى ان البطريرك سيُطلع القيادات المسيحية على الطرح، والتي ستبدي بدورها رأيها به.
وكانت قد كشفت صحيفة "اللواء"، ان "اتفاق روما" مؤلف من صفحتين يتضمن اجراء الانتخابات النيابية وفق القانون المختلط بحيث تعطى نسبة 60 بالمئة للأكثري و40 بالمئة للنسبي.
كما يتضمن الاتفاق إنشاء مجلس للشيوخ وانتخاب أعضائه وفقاً للاقتراح الاورثوذكسي، أي أن كل طائفة تنتخب نوابها، على ان تجري انتخابات هذا المجلس والانتخابات البرلمانية في يوم واحد، على ان يتم تشكيل حكومة جديدة للاشراف على هذه الانتخابات، وفق ما افادت "اللواء".
الى ذلك، لفتت "الجمهورية" الى ان "المعطيات المتوافرة حتى الآن لا تشير الى انّ المشروع الانتخابي المطروح هو مشروع جدّي، لكن لا بدّ من مناقشته لإبقاء الكرة في ملعب الدولة وليس في ملعب بكركي، وفق مصادر أحد المشاركين".
كما كشفت معلومات مفاده ان موقف الجميل في الاجتماع سيكون "التأكيد على رفض قانون الستّين، إضافةً إلى رفض تأجيل الانتخابات في ضوء تخوّفه من انعكاس هذا التأجيل على مبدأ تداول السلطة وعلى الوضع الأمني وعلى مشروع الدولة".
يُذكر ان رئيسي الجمهورية ميشال سليمان والحكومة نجيب ميقاتي يرفضان الى جانب نواب كتلتي "المستقبل" و"جبهة النضال الوطني" فضلاً عن النواب المسيحيين المستقلين في 14 آذار، مشروع "اللقاء الاورثوذكسي" التي اقرته اللجان النيابية المشتركة.
كما انه من الجدير بالذكر، ان سليمان وميقاتي وقعا مرسوم دعوة الهيئات الناخبة للانتخابات في التاسع من حزيران المقبل، كما فُتح باب الترشح من 11 آذار حتى 11 نيسان، ما يعني اجراء الانتخابات وفق قانون الستين، اذا لم يتم الاتفاق على قانون جديد، الذي يلاقي رفض معظم الافرقاء.
الا ان هذه الاجراءات تأتي لتطبيق الدستور وخوفاً من عدم اجراء الانتخابات النيابية في موعدها.

Patriarch Rai may have finally accomplished something constructive. The Hybrid Election Law, the text of which is not published anywhere yet that I have found, does have good aspects especially in the fact that it provides for the creation of a Lebanese Senate wherein the 50-50 secular formula of the Taif Accord is manifested, though use of the Orthodox Gathering plan of segregating the electorate is a step backwards. I supposed Aoun had to be accommodated.
That the Cabinet will resign and a neutral cabinet will preside over the election is a positive feature, and one that will probably kill the proposal since Hezbollah will not agree to lose control of the electoral process. An independent authority to oversee the process is positive, but again, Hezbollah will not let this process get away from its control.

The better plan is to elect the Chamber of Deputies free of sectarian identity of the candidates or the winners. Let this body represent the current actual demographics of the country.
Then create the Lebanese Senate wherein the Taif Accord formula will be preserved and the Christian - Moslem allocation of 50-50 result. The Lebanese Senate and the Chamber of Deputies would both be required to approve proposed legislation in the same form before a proposal could be returned to the PM for promulgation as law.
The Rome Accord, however, is a start to this end, if it can get off the ground. I will be interested to see how the Persian Agent Aoun responds and to what extent his masters in Iran and Dahieh allow him to agree to the Hybrid Plan, which is the Berri Plan, after all.
