It is easy for the BRICS to shy away from difficult decisions because they are not the No. ones. (Not that there is anything wrong with being No. 2), and the expectations and/or the obligations of making difficult decisions do not lie on their shoulders.

They can send you to college but they can't make you think. Aristocrats, especially the poverty-stricken ones, don't understand that things have to be made by someone. "Oh, the servants take care of it." Look, Lebanon, you have no more servants. Ninety percent of your own people resent your few warlords and your few thousand warlord servants. And you wonder why your own people are ungrateful.
BRICS knows Syria knows the NGO's are covers for the "intelligence" services of NATO (too bad they aren't more intelligent). So maybe now BRICS can supply its own NGO's to Syria.
