Israeli lawmakers approved Tuesday a controversial bill raising the threshold of votes political parties need in elections to gain representation in parliament.

Parties must now obtain 3.25 percent of the vote in elections, instead of two percent, in order to obtain seats in the Knesset.

Prime Minister Benjamin Netanyahu on Tuesday ruled out any deal with the Palestinians unless they recognize Israel as the Jewish state and give up their refugees' right of return.

And he said Israel and the Palestinians were getting further away from reaching a peace deal which would end the decades-long conflict, with U.S.-led peace talks bogged down in a bitter dispute over the question of Israel as a Jewish state.

Israel expressed regret on Tuesday over the fatal shooting of a Jordanian-Palestinian judge by Israeli troops at a West Bank border crossing, a statement from the premier's office said.

"Israel regrets the death of Judge Raed Zeiter yesterday (Monday) at the King Hussein (Allenby) bridge and expresses its sympathies to the people and government of Jordan," the statement from Prime Minister Benjamin Netanyahu's office said.

A Palestinian died on Tuesday after Israeli troops fired on his car near Tulkarem in the northern West Bank, Palestinian security sources said.

The sources said his car then veered off the road, and it was not clear whether the gunfire or the subsequent crash killed him.

British Prime Minister David Cameron will make the first visit of his premiership to Israel this week, officials said Monday.

Cameron will travel to Israel on Wednesday before holding talks with counterpart Benjamin Netanyahu and delivering a keynote speech to Israel's parliament.

Israeli soldiers shot dead a Palestinian on a road near the West Bank administrative center of Ramallah on Monday, Israeli security sources said.

The Palestinian was part of a group throwing stones at Israeli troops, who opened fire near the Ofra settlement, fatally wounding him, they said.

The Gaza Strip's two principal militant groups, Hamas and Islamic Jihad, have already shown they are able to strike Israeli population centers as far away as Jerusalem and Tel Aviv.

But their capabilities could have been extended significantly, Israel claims, had it not intercepted a ship carrying weapons it says were on their way from Iran to Gaza.
