President Michel Suleiman linked his approval to signing the $5.9 billion extra-budgetary spending with the cabinet’s approval of Finance Minister Mohammed al-Safadi’s proposal to allocate his ministry with $3.12 billion to cover some expenses of state institutions in 2012, al-Akhbar newspaper reported on Thursday.

A ministerial source told the daily that cabinet members failed to find consensus over Safadi’s proposal during Wednesday’s cabinet session at the Baabda Palace, prompting the postponement of the discussions until next week’s session.

Cabinet Fails to Agree on Spending, Approves Contingency Funds for Security Forces

The cabinet on Wednesday failed to reach an agreement over the controversial issue of extra-budgetary spending, but agreed on an exit for urgent spending.

Briefing reporters after the session, Information Minister Walid al-Daouq said the cabinet “approved contingency funds to cover urgent spending under extraordinary circumstances for each of: the army (L.L. 15 billion), the Internal Security Forces (L.L. 7.5 billion) and the education ministry’s official exams (L.L. 1.25 billion).”
