The Trump administration is preparing to ramp up funding by hundreds of millions of dollars for programs designed to counter China's growing influence around the world, after it had put a halt to many of those initiatives last year during a flurry of budget and personnel cuts.

The administration notified Congress late last week that it intends to spend $175.8 million to replace outdated and aging undersea telecommunications cables in the Caribbean and Central America to prevent China from moving in. The Associated Press obtained a copy of the notification on Monday.

Since Russia's full invasion of Ukraine in February 2022, the war has repeatedly spilled across Romania's border as drones violate the airspace of the neighboring European Union and NATO member.

Now Romania is trying something new to stop the incursions: shooting down the drones.

Cross-border fighting between Pakistan and Afghanistan has killed nearly 500 civilians in Afghanistan and wounded over 1,000 others between October and the end of June, the United Nations said Tuesday.

In a report on the human rights situation, the United Nations Assistance Mission in Afghanistan said it had documented 499 civilians killed and 1,216 wounded by the fighting between the neighbors that has defied international peace efforts.

An earthquake registering a preliminary magnitude of 7.1 shook Kumamoto on Japan's southern main island of Kyushu late Tuesday afternoon and a tsunami advisory was issued, the Japan Meteorological Agency said.

The agency said the tsunami advisory was for the nearby Ariake bay on the western coasts of Kumamoto, about 900 kilometers (560 miles) southwest of Tokyo.

President Donald Trump and Ukrainian President Volodymyr Zelensky will meet Tuesday ahead of Sen. Lindsey Graham's funeral, their second sit-down this month and after a far-right activist with the U.S. president's ear had a widely publicized change of heart on Russia's war against Ukraine.

Ukraine fired hundreds of drones at Russia early Monday, killing five people including a child, according to Russian officials.

A French off-duty policeman on Monday detained a man after he allegedly attacked and wounded three women with two kitchen knives in Paris, a minister and police said.

Three women aged 19, 24 and 36 were taken to hospital after the assault at around 11:30 am (0930 GMT) in the Porte de Clichy area in the north of the capital, Interior Minister Laurent Nunez and Paris police said.

German police said Sunday they had shot and killed the chief suspect in what officials described as a deadly Islamist attack near the Berlin Pride parade the previous night, the latest ramming assault to hit the country.

Iran's foreign ministry said on Monday it had summoned the French ambassador to Tehran to protest what it described as "interference in Iran's internal affairs" by two diplomats who were briefly detained earlier this month.

"Yesterday, the French ambassador in Tehran was summoned to the Ministry of Foreign Affairs, where it was stressed that the French government must cease such actions and such interference in Iran's internal affairs under misleading labels," said the ministry's spokesman Esmaeil Baqaei in a weekly press briefing, adding that the diplomats had carried out activities "that were in no way justified".
