رعد: حزب الله لا يعرقل الا الصيغ التي تريد لبنان مزرعة تتقاسمها الأزلام

رأى النائب محمد رعد أن لا صيغة توفر صحة التمثيل في أي قانون انتخابي لا يعتمد النسبية، مؤكدا أن حزب الله لا يعرقل الا "الصيغ التي تريد لبنان مزرعة تتقاسمها الازلام".

وأكد رعد رفض "حزب الله أي قانون إنتخاب يطرح من خارج موازين الدستور ووثيقة الوفاق الوطني، والتي لا تحقق ضمانة للعيش الواحد والحفاظ على المناصفة، وتوفر حسن التمثيل وفعاليته وصحته وشموليته".

وقال "إننا أمام إستحقاق قد يسهم في تطوير أوضاع البلد، لكننا أيضا وكما اختلفنا على المترتبات بشأن تقرير ما يلزم للسلسلة سنختلف على قانون الإنتخاب".

وأوضح أن "الصيغ التي طرحت حتى الآن، كانت تتعرض للتعثر، وحزب الله لا يعرقل أي صيغة لأي قانون إنتحاب، لكنه يعرقل الصيغ التي لا تريد قانونا للانتخاب، والتي تريد لبنان مزرعة تتقاسمها الأزلام، وهذا ما نرفضه بإسمكم".

وأضاف "إننا عندما نصر على النسبية الكاملة في قانون الإنتخاب فإنما نقوم بذلك لأننا نريد صحة التمثيل، ونحن مقتنعون بأن لا صيغة توفر صحة تمثيل في أيِّ قانون إنتخابي لا يعتمد النسبية الكاملة، وليغرد من يغرد أينما شاء وكيفما يشاء، لكن موقفنا واضح وسنبقى عليه إلى أن نتوافق على قانون جديد للانتخابات يعتمد النسبية الكاملة، نناقش بعدها في الدوائر الموسعة إذا شئتم".

وشدد رعد على أن "ذلك ليس من باب العناد، لكننا على قناعة تامة بأن الفرصة في هذا الوقت سانحة من أجل أن نحدث التغيير المطلوب".

واردف "التغيير برأينا ليس شعارا، بل هو ممارسة ومعادلة، والتغيير فيه اصطفاف ومعرفة للحدود، ولا يتم بالحفاظ على الأحجام السابقة، والتغيير لا يفترض أيضا تقليص الأحجام السابقة، كما لا يفترض تضخيم بعض الأحجام اللاحقة".

ولفت رعد الى أن "التغيير يستلزم وضع النقاط على الحروف وإعطاء كل ذي حق حقه، ومعرفة التمثيل الحقيقي عبر أصوات الشعب اللبناني التي تنزل في الصناديق".

Did anyone check the proposition of Mowatinoun wa Mowatinat fi Dawla? I thought it was quite an interesting departure from the current sterile debate and a good way to gradually move to a secular state based on the willingness of citizens.

Hahahahahaha.....I need three coffees before I listen to him. I got blocked once for publishing a link is it the case? there is a (very long) text I read on the legal agenda. and some shorter articles on akhbar and not sure were.

The suggestion is interesting in the sense that it splits candidates into sectarian ones and secular ones (that have to cancel the sect mention from their ikhrak keid) and commit to representing people directly with the state.

Voters are required to select their candidates from one of the two groups and cannot mix them.

The percentage of people that voted for each of the two group determines the percentage of seat they get. Proportions among sects within the sectarian group are kept as they are today.

The interesting thig is that voters decide how non-sectarian they are and this percentage will hopefully increase with time.

Complex I know but this resolved many of my questions because every session I attended about electoral systems (particularly about the propotional system) ended with a fight between different groups of the civil society
