التلفزيون السوري: الاسد يمنح عفوا عاما عن الجرائم المرتكبة قبل 23 الجاري

اصدر الرئيس السوري بشار الاسد الثلاثاء مرسوما يقضي بمنح عفو عام عن الجرائم المرتكبة قبل تاريخ اليوم، مستثنيا منها الجرائم المتعلقة ب "الارهاب" والمتوارين.
وبث التلفزيون السوري في شريط عاجل ان الاسد "يصدر المرسوم التشريعي رقم 71 القاضي بمنح عفو عام عن الجرائم المرتكبة قبل 23 تشرين الاول".
ويستثنى من العفو بحسب المرسوم الذي نشرت وكالة الانباء الرسمية (سانا) نصه "جرائم الارهاب المنصوص عليها في قانون الارهاب".
وتستخدم السلطات الرسمية السورية عبارة "المجموعات الارهابية المسلحة" للاشارة الى المقاتلين المعارضين والمحتجين المطالبين بسقوط نظام الرئيس بشار الاسد.
وكان الاسد اصدر في تموز الماضي ثلاثة قوانين تتعلق بمكافحة اعمال العنف والارهاب. وعرف القانون العمل الارهابي على انه "كل فعل يهدف الى ايجاد حالة من الذعر بين الناس أو الاخلال بالأمن العام او الاضرار بالبنى التحتية او الاساسية للدولة ويرتكب باستخدام الأسلحة او الذخائر او المتفجرات (...)".
ويعد القانون تمويل الارهاب "كل جمع او امداد بشكل مباشر او غير مباشر بالأموال او الأسلحة او الذخائر او المتفجرات او وسائل الاتصال او المعلومات او الأشياء الأخرى بقصد استخدامها في تنفيذ عمل ارهابي يرتكبه شخص او منظمة ارهابية".
واوضح نص مرسوم العفو كما نشرته (سانا) ان احكامه لا تشمل "المتوارين عن الانظار والفارين عن وجه العدالة الا اذا سلموا انفسهم خلال 30 يوما بالنسبة للفرار الداخلي و90 يوما بالنسبة للفرار الخارجي".
وافرجت السلطات السورية في الاسابيع الماضية عن عدد كبير من الاشخاص تقول انهم من "المتورطين في الاحداث" لكن ايديهم "ليست ملوثة بالدماء".
وكان الاسد اصدر في 21 حزيران الماضي عفوا عن كل الجرائم المرتكبة قبل 20 حزيران. كما اصدر عفوا في كانون الثاني 2012 عن "الجرائم المرتكبة على خلفية الاحداث" حتى تاريخ اصدار المرسوم.
وبحسب المرصد السوري لحقوق الانسان، يعد عشرات الآلاف من الاشخاص بين معتقلين ومفقودين منذ اندلاع الاحتجاجات المطالبة بسقوط النظام منذ منتصف آذار/مارس 2011، اضافة الى العديد من الجنود النظاميين الذين حاولوا الانشقاق.
وادى النزاع المستمر منذ 20 شهرا الى مقتل اكثر من 34 الف شخص، بحسب المرصد.
