باسيل: موافقة الحكومة على مناقصة تلزيم معمل دير عمار هو مسار لخروج لبنان من العتمة

أعلن وزير الطاقة والمياه جبران باسيل ان "شركة يونانية ربحت المناقصة ومعها شركة "جنرال الكتريك" الاميركية"، مردفاً أنه "اصبح لدينا 841 ميغاوات بدلا من 750 ميغاوات".
وأشار باسيل في مؤتمر صحافي عقده ظهر الأربعاء من مكتبه في الوزارة الى "اننا وفرنا تقريبا 24 % عما وضعناه في مشروع القانون"، مردفاً"في اقل من سنتين تمكنا من انجاز عمليتي تلزيم ناجحتين.
وأعلن ان "الكلام عن تحكيم دولي ليس له أهمية لأنه لا يوجد عقد بين الدولة اللبنانية وأي شركة"، قائلاً إن "الدولة يمكنها الغاء اي مناقصة، ونحن كدولة سندافع عن حقوق الشعب اللبناني".
ولفت الى أننا "انهينا المناقصات، ولاول مرة منذ 20 سنة نقوم بالاستثمار في الكهرباء، والضوء سيكون واقعا وسيزيد. انهينا عملية تلزيم معامل بحجم 840 ميغاوات، وعملية استقدام بواخر بحجم 270 ميغاوات، ونحاول ان نعيد استجرار الكهرباء من سوريا ومصر من 100 الى 300 ميغاوات، وبدأنا بزيادة الكهرباء في معملي دير عمار والزهراني".
وكان باسيل أشار باسيل في حديث لصحيفة "السفير" نشر الأربعاء، الى أن "الموافقة على المناقصة خطوة مهمة على طريق معالجة أزمة الكهرباء"، مردفاً انه "للمرة الاولى منذ 20 عاما تقريبا تستثمر الدولة في انتاج الطاقة".
واكد ان "لبنان دخل في مسار الخروج من العتمة، وكلما تقدمنا أشواطا نحو آخر النفق ستتسع مساحة الضوء"، مشدداً على أن "المسار الحالي سيقود الى عودة الكهرباء 24 على 24 في مطلع عام 2015 ".
وكانت الحكومة وافقت الثلاثاء على نتائج المناقصة لتلزيم مشروع أشغال لإنتاج الطاقة الكهربائية في موقع دير عمار - 2.
وأعلن وزير الإعلام وليد الداعوق بعد انتهاء جلسة لمجلس الوزراء بعد الظهر أنه "وفقا لقرار ادارة المناقصات لشركة JP Avax، اليونانية، وذلك بعد نحو شهرين من إلغاء المناقصة السابقة في مجلس الوزراء التي رست على الشركة الاسبــــانية بسبب عدم توفر الأموال الكافية للمشروع.
في 20 كانون الأول الفائت طلب وزير الطاقة والمياه جبران باسيل من الشركات الراغبة بتشغيل معامل الكهرباء ومنها دير عمار أن تعيد النظر في دراسة المناقصة الجديدة التي طرحتها الحكومة كاشفا أن سبب الفشل في السابق يعود لأسباب مالية لم تنجح في تخطيها لا الحكومة ولا الشركة الفائزة بالمناقصة.
وقبل يوم قررت الحكومة الأربعاء إعادة الموافقة على إعادة تقرير المناقصة المفتوحة لتلزيم مشروع اشغال انتاج الطاقة الكهربائية في موقع محطة دير عمار الثانية وفقاً لدفتر شروط جديد يتم اعداده من قبل باسيل.
كذلك تمت الثلاثاء "الموافقة على عرض وزارة الطاقة والمياه لموضوع تعديل الجعالة للمحروقات" الذي دائما ما تطالب به نقابة أصحاب المحروقات.

Especialy the claims of corruption and embezzlement leveled at Aoun for fifteen years by the Adnan Adoums, Jamil Sayyeds, Qawmis, Baathists, Amal, HA, Naserites, Communists and assorted Palestine first, Arab nationalist MPs, Journalists and Lebanese other Syrian officials. And the accusations directed at Rafic Hariri by those same caricatures whenever he called on deploying the Lebanese army to south Lebanon or when he suggested the Aoun should return to Lebanon, including the last time he did it from Bkerke shortly before he was blown up.

Exactly, not at any price. Already people in Lebanon are paying 200.000 LL for 5 amperes. My family pays 400.000 for 10. Additionally the regular EDL Electricity bill.
In the small European country which isn't cheap, I pay 75€ per month for electricity (light, water boiler, appliances) and gas (heating, cooking) combined. And if I lived in France or germany I'd pay much less.

In Beirut, in my appartment I have dawlè 21h/day.... Just the opposite. No ishtirak since its illegal unless it's owned by the building. My monthly bill is something like 7000 L.L heh!

You guys it is not about Bassil. Evry individual in power will profit from jobs such as this one. So yes Bassil is probably getting some extra cash but so are the rest of them. If their salary does not exceed 10000$ per month how do they become so rich all of a sudden? It's a no brainer. I guess there are ways to do it. It is great to read such articles and news. Who cares if its Bassil or Abou Ali who whoever.
But the second part of the article ruins an otherwise optimistic read with the election law BS, who said what and who is right or wrong. People are sick of such cheap arguments. Let's move on and repair the electricity grid, drill for gas and oil, upgrade the telecommunications network, build a capable army.

Weren't they set to arrive in April FT? Actually only one of them is set to arrive in april. This ship will only provide us with 700 megawatts. Expect to live in the darkness for quite some time.

J&P is a Greek CYPRIOT company and not a GREEK company. I know this for a fact because I worked for the company for 5 years! It seems Mr. Bassil doesn't know the difference!

I think for once this is news of something positive. Hopefully the gov continues to invest in this problem until there is 24 hr electricity. Yes, the cost might be higher but how can we build a strong economy on instability.
Now back to the Orthodox law (insert finger in mouth), I think I found a personal solution to this stupidity. I will convert to the sect of the politican(s) I find the most appealing.

in civlized nations, people worry about the price they pay for energy, in uncivilised nations they worry about getting it at any cost. Lebanon is a banana republic... the current way for producing energy is wrong, it should be renewable... clean. Beirut's atmosphere is already unbreathable.

The subject is about energy so I will stick my comment to that only, so we let's say we produce 850mwatts, electricity is restored to 24hrs, all is good and thank you to those who pay/paid for this economic growth. Now can you get 100 Lira from the 30% who refuse to pay electricity or lay down their weapons? If we give them free electricity for 12hrs then the Leb state damage is less then supplying them 24hrs. We are going to hell indirectly if we are going to provide 24hrs of free electricity to 30% of the state.

The question that I have always asked: what are the credentials that this Bassil has that make him qualified to be a minister? other than being the SIL of Claoun I can not find any.
I am serious about this question, if anyone has some info about his background I would seriously be interested to know them.

He received a bachelor's degree and a master's degree in civil engineering, from the American University of Beirut.
