At Al-Wafa rehabilitation hospital near Gaza City, a handful of doctors and nurses hover over paralyzed patients, wondering how to protect them from more air strikes as threatened by Israel.

The patients lie mostly inert in beds lined up in the hospital's reception, where staff moved them after an Israeli rocket crashed into the fourth floor.

France said Wednesday the European Union could set up observer missions at border crossings between the Gaza Strip and Israel to try to encourage a lasting truce between the two sides.

The proposal by Foreign Minister Laurent Fabius came as an Israeli air campaign on Gaza that has killed 208 people entered its ninth day after a failed ceasefire effort.

Israel urged 100,000 Gazans to flee their homes on Wednesday, but the warning was largely ignored despite an intensification of the military's nine-day campaign after Hamas snubbed a ceasefire effort.

As the punishing Israeli operation resumed pace, Palestinian President Mahmud Abbas was to travel to Egypt and Turkey in search of regional support for an immediate end to the fighting after an attempt at an Egyptian-brokered truce collapsed.

U.S. Secretary of State John Kerry said as the Egyptian-drafted ceasefire plan was unveiled that he would be willing to return to the region at a moment's notice if it would help bring the parties to a truce.

An Israeli surveillance drone flew over the southern city of Tyre on Wednesday evening after several rockets were launched for the past four consecutive nights towards Israel from a region in the port city.

The state-run National News Agency reported that an “Israeli surveillance drone flew as of 8:50 pm in the southern region's airspace above Tyre.”

The death toll from Israel's week-long campaign in Gaza rose Tuesday to 194, as two Palestinians were killed in renewed strikes after an Egyptian truce bid failed.

An Israeli was also killed on Tuesday, the first since the eruption of the war.

Al-Mustaqbal parliamentary bloc on Tuesday said it "categorically rejects" any use of Lebanese territory to fire rockets at Israel, describing the recent attacks as “a suspicious attempt to use Lebanese territory with the aim of implementing regional policies.”

Commenting on the deadly Israeli offensive against the Gaza Strip, the bloc described “the Palestinian people's battle to regain their usurped rights and land” as its “central battle and cause.”

The U.N. aid agency for Palestinians on Tuesday described the damage wrought by Israel's air offensive on Gaza as "immense", with more than 500 homes razed.

"The level of human losses and destruction in Gaza is really immense," said UNWRA spokesman Sami Mshasha.

Hamas allowed a group of 25 Palestinians, including those seeking medical treatment, to cross from Gaza into Israel after closing the border crossing earlier on Tuesday.

But it declined to let anyone else leave Gaza or enter from Israel, a Palestinian official in charge of coordinating movement at the Erez crossing told AFP.

Israeli warplanes struck three administrative and military targets in Syria's Golan at dawn on Tuesday, killing two security guards and two women, said the Syrian Observatory for Human Rights.

"Israeli planes flying over the occupied Golan Heights launched rockets into southern Syria's Quneitra province at around 1:15 am (2215 GMT). Rockets hit Base 90 -- a Syrian military airbase -- and regime bastion Baath City. Four people were killed," the monitor said.
