no the random killing of civilians gives them no tactical or military advantage, they do not "need" to do it except for one reason: pressuring the population and trying to break their will. this confirms they are not the people fighting for the people, but they are mercenaries and fighters fighting the people.
well, the UN claims to be fulfilling a certain role, and working under certain rules and principles, we can have reservations when we see that there are higher interests superseding the charter (when the US wants to do an illegal war for instance, or when israel is shielded form any UN influence)
