the reason why syria rejected ban's offer is because it included a full recon all over the country, not just the area where chemicals were used and syrian authorities asked for an investigation. and that is why strangely reminds of the Iraq invasion: scout the whole country, find every sensitive installation, and two weeks later they all go kaboom thanks to oh-so-smart US bombs and the oh-so-smart UN spy-spectors.
