The report says he got arrested at the airport, which doesn't mean he had weapons on him or was smuggling through the airport, but rather that he was arrested while trying to leave the country.

regarding Iran's help, they proposed several times to help the Lebanese Army with advanced weaponry, something different than those neutered helicopters and obsolete equipment, but the previous governments refused. I think we will soon be hearing more about this because I suspect some collaboration projects are in the pipeline.
Also regarding 2006, on top of distributing aid to all displaced and people who had lost their homes, Iran offered to repair all damaged infrastructure, with no conditions, just because this would piss off israel, The sioniora gov turned it down.
Regarding the saudi/koweiti help it's mainly loans, the same that make up our 50 billion $ debt that we'll never be able to repay, and most of the money never made it past the hariri clique, so i'm not sure what i should be thankful for, the corruption or the debt...
