Mexico Finds 64 Bodies in Mass Graves

A total of 64 bodies have been found in mass graves in the western Mexican state of Jalisco, authorities said Monday as they wrapped up a probe of alleged victims of a drug cartel.

A total of 35 graves were found, an official at the attorney general's office said.

Probe: NYC Crash Train Nearly Three Times over Speed Limit

The New York commuter train which derailed at the weekend leaving four people dead was traveling at nearly three times the recommended speed limit when it hurtled off the tracks, federal investigators said Monday.

National Transportation Safety Board member Earl Weener said the train involved in Sunday's accident in the Bronx had clocked 82 miles (131 kilometers) per hour as it entered a curve where the limit was 30 miles (48 kilometers) per hour.

U.N. Launches Fresh Philippines Typhoon Aid Appeal

The United Nations refugee agency has launched a fresh appeal for emergency aid for survivors of Typhoon Haiyan, which smashed into the Philippines last month, leaving nearly 7,500 people dead or missing.

The office of the U.N. High Commissioner for Refugees said it now needs $19.2 million to address "primary protection issues" for devastated communities, more than double the $8.3 million it has raised so far.

Biden in Tokyo amid 'Dangerous' China Tensions

Vice President Joe Biden held talks in Tokyo Tuesday, saying the United States is "deeply concerned" about a new Chinese air zone that has provoked fury in Japan.

The Japanese government said it was confident it would get U.S. backing for its opposition to what it called an "extremely dangerous" move by Beijing, which asserted rights to control aircraft over a swathe of the East China Sea, including disputed islands.

White House Says Ukraine Demos Not a 'Coup'

The White House said Monday that it did not consider peaceful demonstrations in Ukraine as attempts at a coup, and called violent suppression of protests by police unacceptable.

"We certainty don't consider peaceful demonstrations coup attempts," said White House spokesman Jay Carney after Ukrainian Prime Minister Mykola Azarov said the protests bore all the hallmarks of a coup.

Kosovo Hardliners Win Top Posts in Local Polls

Hardline nationalists took top posts in Kosovo's capital as well as the main Serb-populated town in the breakaway territory in local elections, preliminary results showed Monday.

The electoral commission said the capital Pristina was won by Shpend Ahmeti of the nationalist Self Determination movement, which opposes the presence of the European Union and NATO in Kosovo as well as any talks with Serbia.

U.N. to Launch Drone Mission in DR Congo

The United Nations will start using surveillance drones for the first time in Democratic Republic of Congo on Tuesday in a landmark intelligence-gathering advance for the world body, officials said.

The drones will be used to monitor the volatile border between DR Congo and Rwanda and movements by militias and armed groups in the east of the country, which has been stricken by conflict for the past three decades.

ICC: Kenya Refuses to Give Up Kenyatta Records

The International Criminal Court's chief prosecutor on Monday accused Kenya of failing to hand over records which she said were "relevant to critical issues" in President Uhuru Kenyatta's crimes against humanity trial.

"The Office of the Prosecutor requests the Chamber to find that the Government of Kenya has failed to comply with the April 2012 request to provide financial and other records of the accused," Fatou Bensouda said in papers filed before the Hague-based court.

Ukraine PM Says Protests Bear Hallmarks of Coup

Ukraine's prime minister on Monday compared pro-EU demonstrations in the country to a coup, branding them illegal and "out of control".
