السنيورة: الحل الوحيد يكمن بعودة "حزب الله" من سوريا أو تشكيل حكومة غير حزبية"

رأى رئيس كتلة "المستقبل" النيابية فؤاد السنيورة أن " صيغة 6-9-9 تعني ان نزرع في قلب الحكومة مجالاً للخلافات والصراعات"، مردفا أن "الحل الوحيد يكمن بعودة "حزب الله" من سوريا أو تشكيل حكومة غير حزبية".
وأشار السنيورة في حديث لصحيفة "الرأي" الكويتية، الأربعاء، الى ان "سلبيتين لا تصنعان ايجابية (حكومة)"، مردفاً ان "صيغة 6-9-9 تعني ان نزرع في قلب الحكومة مجالاً للخلافات والصراعات".
ولفت الى ان "هذه التجربة مررنا بها في حكومتي الثانية وفي حكومة (رئيس الحكومة السابق) سعد الحريري ورأينا النتائج"، مضيفاً أنه "حتى حكومة (رئيس حكومة تصريف الأعمال) نجيب ميقاتي لم تأت إلا بمزيد من الصراعات والتقاتل والتقاصف، ولذا نقول ان المشكلة ليست في الارقام بل في ان هناك فريقاً لبنانياً هو حزب الله يورّط لبنان من خلال إنخراطه عسكرياً في سوريا، متنكراً لإعلان بعبدا، الذي كان وافق عليه ثم عاد وقال انه لا يعترف به وانه حبر على ورق".
وشدد السنيورة على أننا "لا نريد ان نلغي الحزب"، مضيفاً ان "الحل الحقيقي هو بواحد من خيارين: إما ان يعود "حزب الله" من سوريا فنجلس سوياً ونتفاهم وان يقر بإعلان بعبدا وليس من مشكلة عندها، وإما ان يتم تشكيل حكومة غير حزبية لا يتمثل فيها اي طرف سياسي، وفي الوقت نفسه تحال جميع القضايا الخلافية المتعلقة بالسلاح والتورط في سورية وبمفهوم "حزب الله" للدولة على هيئة الحوار الوطني".
وعما اذا كانت السعودية وايران السبب في عدم قيام حكومة في لبنان نتيجة إنعكاس الصراع الخارجي عليه، قال السنيورة "إنهم يحاولون دائماً رمي الموضوع على السعودية. المشكلة ان ايران موجودة عسكرياً في لبنان من خلال "حزب الله"، على عكس السعودية التي هي دولة اقليمية كبرى لها تأثير، ولكن هذا لا يُقارَن بالوجود العسكري المادي الايراني الموجود في لبنان".
وبالنسبة لموضوع تفادي لبنان إرتدادات الحرب السورية، رأى رئيس الحكومة السابق أن "إقرار إعلان بعبدا وضع مبادئ لتحييد لبنان عن الصراعات والتجاذبات الاقليمية، لكن حزب الله، الذي تنكر لمقررات طاولة الحوار التي تم التوصل اليها العام 2006 كالمحكمة الدولية في جريمة اغتيال (رئيس الحكومة السابق) رفيق الحريري وتحديد الحدود مع سوريا والسلاح الفلسطيني، عاد وتنكّر لإعلان بعبدا الذي تم التوافق عليه بالاجماع في يونيو 2012 وقال انه لا يساوي حبر الورق الذي كُتب فيه، وتالياً هذا هو الامر الذي نعانيه كي نوقف التأثيرات السلبية للأحداث الجارية في المنطقة على لبنان".
وأضاف السنيورة أن "مطلبنا ان ننأى حقيقةً بلبنان عن التطورات في المنطقة، والمدخل الى ذلك يكون بخروج حزب الله من سوريا وعودته الى لبنان، لأنه بعكس ذلك يؤسس للمزيد من العداوات بين الشعبين اللبناني والسوري والتي يصعب معالجتها في المستقبل، وخصوصاً ان لبنان وسورية بلدان متلاصقان".
وصدر إعلان بعبدا في حزيران 2012 نتيجة لطاولة الحوار بين هيئة الحوار الوطني اللبناني التي شكلها الرئيس ميشال سليمان في مقر رئاسة الجمهورية في بعبدا وتم التوافق فيه على تحييد لبنان عن سياسة المحاور والصراعات الإقليميّة والدوليّة وتجنيبه الانعكاسات السلبيّة للتوتّرات والأزمات الإقليميّة، وذلك حرصاً على مصلحته العليا ووحدته الوطنيّة وسلمه الأهلي، ما عدا ما يتعلق بواجب إلتزام قرارات الشرعيّة الدوليّة والإجماع العربي والقضيّة الفلسطينيّة المحقّة، بما في ذلك حقّ اللاجئين الفلسطينيين في العودة إلى أرضهم وديارهم وعدم توطينهم.
والحرص تالياً على ضبط الأوضاع على طول الحدود اللبنانيّة السوريّة وعدم السماح بإقامة منطقة عازلة في لبنان وباستعمال لبنان مقرّاً أو ممراً أو منطلقاً لتهريب السلاح والمسلحين، ويبقى الحقّ في التضامن الإنساني والتعبير السياسي والإعلامي مكفول تحت سقف الدستور والقانون .
وكان رئيس كتلة "الوفاء للمقاومة" النائب محمد رعد قد أشار في آب الفائت الى أن "إعلان بعبدا ولد ميتا ولم يبق منه إلا الحبر على الورق"، معتبرا أن "البعض يريد أن يغطي فشله ببناء الدولة، عبر إثارة الغبار حول سلاح المقاومة".

On this, Siniora is correct. There is the Baabda Declaration of non-interference in the Syrian Conflict of which Hezbollah is in open and blatant violation. The new cabinet will adopt a policy statement reflective of the Baabda Declaration of non-interference and if Hezbollah wants to be in the government, then it must adhere to the policy statement.
If Hezbollah will be in the government and cause the policy statement to delete the Baabda Declaration, then Hezbollah is the government and there is no authority in Lebanon but Hezbollah, and worse, this opens the door for open Sunni assistance to Syrian co-confessionalists. This puts Lebanon into the vortex of carnage that is Syria right now.
So, Hezbollah must make a choice, either continued participation in Syria, or participation in the Lebanese Government. Because Hezbollah will not make that choice, do not expect a Council of Ministers or a government in Lebanon any time soon.
