حرب يؤكد وضع خطة لتخفيض خدمات الخليوي والـ3G

أكد وزير الإتصالات بطرس حرب وضع خطة تقتضي بتخفيض أسعار الخدمات الخليوية وخدمات الإنترنت منها الـ3G بدءا من بداية حزيران المقبل.
واشار حرب في مؤتمر صحافي، الجمعة، الى ان "نظامنا ينص على تحرير سوق الاتصالات، ومن المؤسف ان سياسة الحكومات السابقة قررت اهمال قانون 431/2002"، واوضح ان "المراسيم الجديدة التي اقرها مجلس الوزراء تقضي بتخفيض اسعار الخدمات وتقديمها بطريقة مختلفة ابتداء من 1 حزيران المقبل للخطوط الخليوية و1 تموز للخطوط الثابتة".
ولفت الى أنه "يمكن للمواطن الحصول على خط ثابت بشكل مجاني، وتم تخفيض سعر الرسوم الشهرية للخط الثابت من 12 الفا الى 9 الاف، وان المواطنين اللبنانيين يمكن الاستفادة من سرعة اعلى بـ6 اضعاف للانترنت، وسعات اكبر من 2 الى 4 اضعاف.
كما اعلن عن تخفيض اسعار الخطوط الثابتة، "وذلك لتوسيع الخطوط الثابتة".
واضاف: "ادخلنا خدمات الإنترنت السريع DSL، ومنذ تاريخ 05/05/2014، إلى 18 سنترالاً إضافياً في مختلف المحافظات اللبنانية، تغذي ما يقارب 50 بلدة وقرية في المناطق الريفية اللبنانية في كافة المحافظات، وما يقارب حوالي 23000 خط هاتفي ثابت جديد".
وقال إن "المراسيم الجديدة المتعلقة بالهاتف الخليوي وبخدمة الـ 3G والتي تختصَر بإضافة 60 دقيقة مجانا للمشترك بالخط الخليوي الثابت وذلك تعويضا جزئيا لمبلغ الـ 15 دولار الذي كان يدفعه في أول كل شهر دون الإستفادة من أي خدمة".
واعلن حرب ان "الواردات الشهرية ستنخفض من 604 مليار ليرة الى 603 مليار ليرة في اول 3 اشهر في موضوع الانترنت"، واعلن عن "تخفيض دقيقة الخليوي للبطاقة المدفوعة سلفا من 36 سنتا الى 25 سنتا، وسعر الرسالة من 9 سنتات الى 5 سنتات، وسيتم توسيع كمية الداتا للمشترك اكثر من الضعف الى 3 اضعاف وبنفس الرزمة دون زيادة الاسعار".
ولفت الى ان "وزارة الاتصالات وحرصا منها على انتشار الخدمة على كافة الاراضي اللبنانية سوف تعمل على تشجيع الشركات"، واكد ان "وزارة الاتصالات ستلبي كل طلبات الشركات الخاصة في موضوع الـ"e1" بقدر استطاعتها".
واوضح حرب ان "اللبناني يتساءل عن سبب تخلف لبنان عن مواكبة التطور التكنولوجي على صعيد الاتصالات، ولماذا خدمة الهاتف سيئة في لبنان، ولماذا يدفع اللبناني اغلى ثمن للمخابرات ف يالعالم، ولماذا خدمة الانترنت سيئة؟"، مردفاً ان "لبنان اعطى ادارة قطاع الاتصالات الى شركتين يافعتين انطلقتا بعدما كان لبنان متقدما في قطاع الاتصالات، وبالرغم من المشاغل السياسية والانتخابية كما تعلمون واخذت على عاتقي نقل لبنان من الامس الى الغد متجاهلا محاولة التشويش والافتراء وبث المعلومات الخاطئة، اذ لايجوز الوقوف موقف العاجز او المتفرج".

Harb is picking the low hanging fruits.
Now if they make call cheaper, every Tom, Dick and Harry will end up talking hours with their girlfriends, and the network will not be able to take it, and we will go back to bad quality communications. A real improvement would be to improve the infrastructure backbone of the telecom sector.

Harb is building on Sahnaoui's legacy. I work in Telecom and if it wasn't for the network expansions that happened during Sahnaoui's tenure, Harb would not have been able to reduce prices and still expect the network to handle the new increase in data and voice calls.
In telecom things do not happen in matter of days. Networks are build over years, and Harb has been in the ministry for less than 3 months. He is reaping the goodies of the previous ministers.

So while most people outside of Beirut are struggling to get speeds above 0.5mbps or 0.25mbps after 11pm, the minister increases the load dramatically on the service.
Two possibilities. Either he has no idea what's happening, and his technical team genuinely made sure the network can handle this (relatively possible if Ogero actually coordinates with the ministry).
The alternative is that the land based network especially will barely function with the new system, and that he's surrounded by incompetent people.
Regardless, it's clear from his speech that he has no idea personally what's going on in his ministry, given his pathetic remarks about its importance to the economy. That's what happens when an 80ish old perennial presidential candidate takes over a (relativrly ) high tech ministry.
